1. Start by determining if you need to adjust your truss rod.
2. Adjust as needed in small increments.
3. Holding the strings down at the first fret, measure your action.
4. Start with the low E then the high E.

You said: 1/32” = 1.5mm, and you also said 1/16” = 1.5mm. A sixteenth of an inch is 0.79 mm
