There is an entire ring of pedophiles who make fetish artwork (either disguised or not) for eachother and give kids EPI, there is no leader but one of the major ones is Neloku or his real name Noel Ulep. Neloku is notable since he made attempts to leech into other fandoms.
He makes barefoot characters as an attempt to hide his foot fetish, but not only that he is also into bondage that involves minors (and yes, barefootness is a common theme). This is how people didn't caught on with him. Aside form this, it is shown it is an obsession due to an increasing theme where sometimes the soles of the underaged characters are shown for no real reason.
He has commissioned and got commissioned to make fetish art which includes children in foot tickling scenarios and generally more feet, his buddies are into this too though unlike him, they are into boys (with an exception of one woman). His deviantart which had all the information is sadly deactivated due to an isolated incident which led him deactivate however he does have a few accounts I'll add here.
About his OCs, almost all are barefoot for seemingly no reason or dislikes them, this is because he is a Hawaiian but I doubt Hawaiians masturbate to kidnappings. His dream was to make a cartoon for kids, this is what keeps him going.
He is notable due to him attempting to branch out and not staying within the circle.
Neloku once worked for an unreleased indie game that is still in development, for 3 years he did nothing. he made mediocre concept art for his background characters that will never serve a purpose anyway.
He was also a "self-proclaimed" developer for the game, then a discord user using the alias of Gerson Boom then exposed him using evidence of his pedophilia from his deviantart. Noel Ulep was later fired by the lead developer for this, even the dev was shocked since he was suspecting him to be a pedophile for years but didn't do anything about since he maintained a friendly image.
After being banned from the game, he then deactivated his deviantart and removed any mentions of the game in his biography.
The only game he successfully worked on was making sprites for some shitty rpg maker game that got lost due to link rot.
