  • [ICAC Case - Then employee of HKEX Listing Division charged by ICAC for alleged bribes-for-confidential-information-disclosure, two others face perversion charge] A then Assistant Vice President of the Hong Kong Exchanges and Clearing Limited (HKEX) was charged by the ICAC last Friday (November 21) for allegedly accepting bribes of $150,000 for disclosing confidential information of listed companies.  Two other individuals were charged with perversion in respect of a criminal investigation by the ICAC and the Securities and Futures Commission (SFC) into suspected insider dealings. The ICAC attaches great importance to upholding the integrity of Hong Kong’s financial market and takes resolute enforcement actions to combat corrupt practices and misconduct which might undermine the fair operation of the market.  In view of the present case, the ICAC has assisted the HKEX to review and enhance its relevant systems to avoid the recurrence of such incidents.   • [BEDAC supports ICAC in upholding the rule of law and promoting business integrity] To further expand connection and cooperation with international chambers of commerce, the ICAC’s Hong Kong Business Ethics Development Advisory Committee strives to invite international chambers of commerce in Hong Kong to join the committee. The current membership includes not only local chambers but also international chambers from Asia, Europe, North America, and Oceania. Recently, 23 representatives from 19 chambers participated in the first meeting of the new term. During the event, the Director and the Assistant Director of Community Relations shared the importance of strong rule of law and a culture of integrity, Hong Kong’s advantage in maintaining a clean business environment, ICAC’s recent international anti-corruption collaborations, and the latest business integrity initiatives. Over freshly brewed ICAC coffee, chamber representatives engaged in fruitful exchanges with management from the Operations Department, Corruption Prevention Department and Community Relations Department. They also toured Operations facilities, the ICAC Exhibition Hall and Café “1974”, gaining firsthand insights into ICAC’s latest developments in law enforcement, prevention and education. Chamber representatives highly appreciated the arrangements, noting that the event not only deepened their understanding of anti-corruption work but also strengthened the business community’s collaborative network, demonstrating a shared commitment to promoting integrity in business. The ICAC will continue to work hand in hand with the business community to uphold Hong Kong’s clean and fair business environment, further solidifying its international reputation as a city of integrity.   • [ICAC launched AI generated comic video urging the public to strictly abide by election laws] The ICAC launched an AI generated comic video to remind members of the public that inciting others not to vote or to cast invalid vote by any activity in public will contravene section 27A of the Elections (Corrupt and Illegal Conduct) Ordinance, while reposting related unlawful contents also violates the same offence. The LegCo Election is approaching. Voting is a civic responsibility for every elector. Together with the whole community, the ICAC will uphold a clean election and will not tolerate any attempts to interfere with or disrupt the election.   • [ICAC Case - Manager of Three-Runway System Project’s reclamation works sub-contractor charged by ICAC admits bribery] Following Operation “Blizzard”, the ICAC earlier charged multiple defendants for allegedly offering and accepting bribes in relation to sub-contracts of the Three-Runway System Project of the Hong Kong International Airport. A then manager of a reclamation works sub-contractor admitted at the District Court on November 17 that he had offered a total of $200,000 in bribes to a then Principal Manager of the Airport Authority Hong Kong (AAHK) and a works manager of a main contractor. The then AAHK Principal Manager had pleaded guilty to accepting bribes totalling about $3.3 million from two sub-contractors.  The case would be adjourned to September 7 next year for mention. The present corruption case concerned the awarding of works and material supplies contracts, as well as administrative and financial matters.  The ICAC enquiries did not reveal any issues involving the quality of works or specifications of materials.  The AAHK had conducted a comprehensive review of all relevant documents and records, with no abnormalities and deficiencies identified.   • [Global experts and scholars put heads together for “The Guide on Corruption Risk Management in Prison Systems”] Corruption problems exist in prisons around the world, indirectly undermining social order and stability. To enhance anti-corruption capacity in prison systems worldwide, the ICAC is collaborating with the UNODC - United Nations Office on Drugs and Crime and the International Association of Anti-Corruption Authorities - IAACA to compile “The Guide on Corruption Risk Management in Prison Systems”, to be launched at the 15th United Nations Congress on Crime Prevention and Criminal Justice in April 2026. Last week, upon the invitation of the Hong Kong International Academy Against Corruption, 18 experts and scholars from UNODC, China, Hong Kong, the United States, South Africa, Ghana, Middle East, Hungary, Norway, Sweden, Australia etc. gathered in Hong Kong for a 3-day work meeting on the project. To help formulate proposals for the Guide, they also met with senior professors of criminology as well as MPhil and PhD students of The University of Hong Kong for in-depth discussions. ICAC Commissioner Woo Ying-ming, who previously worked at the Correctional Services Department (CSD) for over 30 years, shared with the experts his past experience and the close cooperation between the ICAC and the CSD in combating corruption in prisons. The experts agreed that the Hong Kong's anti-corruption cooperation model was effective, making it a reference model for prison institutions worldwide.

  • [ICAC Case - Listed company bonds placement conspiracy to defraud case] The Court of Final Appeal (CFA) on November 5 unanimously allowed the appeal by the Department of Justice (DoJ) and restored the convictions of four persons, including senior executives of a then listed company, for dishonestly concealing indirect interests in bonds placement agreements from the listed company and its board of directors and shareholders as well as The Stock Exchange of Hong Kong Limited, breaching the fiduciary duty to receive sub-placing commission and bonus amounting to over $50 million. The four defendants were found guilty of two counts of conspiracy to defraud, contrary to the Common Law, after trial at the District Court in September 2021.  Their appeal against their convictions was subsequently allowed by the Court of Appeal of the High Court.  The DoJ then filed an appeal with the CFA against the ruling.  The CFA unanimously allows DoJ’s appeal and restores convictions of the four defendants.   • [ICAC and Police joint operation ‘Momentum’: 32 netted for alleged corruption and fraud over $140m special loans] The ICAC and the Police conducted a joint operation, codenamed “Momentum”, on October 30 and 31, against corruption-facilitated fraudulent loan applications for the Special 100% Loan Guarantee as well as the 80% and 90% Guarantee Products under the Small and Medium-sized Enterprises (SME) Financing Guarantee Scheme, amounting to $140 million. During the joint operation, the ICAC arrested 13 frontline bank employees, seven intermediary operators (intermediaries), and five other individuals.  Some of the arrested intermediaries were former bank staff.  ICAC investigation revealed that the intermediaries had allegedly recruited dummy SMEs and arranged for them to apply for loans with various local banks through the Government’s SME Financing Guarantee Scheme.  Most of the SMEs concerned had no genuine business operations.   • With the polling day of the 2025 Legislative Council (LegCo) General Election set for December 7, the ICAC debuted a first-ever artificial intelligence (AI) generated animation short video to encourage electors to vote and support a clean LegCo election. The ICAC, through enforcing the Elections (Corrupt and Illegal Conduct) Ordinance, will promote a clean election on all fronts. A series of educational and promotional activities were rolled out to reach out to candidates, election helpers, voters as well as members of the public, reminding them to uphold a clean election culture.   • [ICAC Commissioner makes first appearance at G20 anti-corruption meeting in South Africa] The ICAC is dedicated to deepening international anti-graft collaboration to contribute to the building of a corruption free world.  In the week of 27 October, ICAC Commissioner Mr WOO Ying-ming, in his capacity of President of the International Association of Anti-Corruption Authorities - IAACA, led an ICAC delegation to South Africa to attend the meeting of the Group of 20 (G20) Anti-Corruption Working Group for the first time.  Over 100 representatives of anti-corruption and law enforcement agencies from more than 20 jurisdictions took part in the meeting.   At the meeting, Commissioner WOO called for solidarity among participating countries in the fight against global corruption crimes.  He also took the opportunity to meet with officials from the UNODC - United Nations Office on Drugs and Crime, as well as those from anti-corruption agencies of Brazil, Italy and South Africa to explore future cooperation and collaboration in anti-corruption training.  Mr Woo and ICAC officers also called on the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Republic of South Africa H.E. Mr Wu Peng to learn about local social developments, and share ICAC’s initiatives in international anti-corruption.   The G20 anti-corruption meeting not only reaffirmed the endeavours of the ICAC and the IAACA, but also facilitated fruitful exchanges with anti-corruption agencies worldwide, paving the way for stronger anti-graft collaboration in the future and contributing to the goal of building a corruption-free world. Structured into three episodes, the compelling series features a cunning chairman of a listed company as the main antagonist, implicated in fraudulent activities amounting to HK$300 million. Amidst this high-stake scenario, a dedicated team of ICAC anti-corruption elites races against time to stop the ongoing corruption and associated criminal activities.   • [ICAC Pioneers AI Technology in Anti-Corruption] The Professional Development Programme "Empowering Integrity: Mastering AI & Technology in Anti-Corruption" co-organised by the Hong Kong International Academy Against Corruption and UNODC - United Nations Office on Drugs and Crime has been successfully concluded! Over the intensive ten-day course, 31 participants gained an in-depth understanding of the practical application of AI and advanced technologies in anti-corruption work, through sharing sessions by distinguished speakers and intensive hands-on exercises. They also visited Wuhan, China as well as various departments and organisations in Hong Kong to learn firsthand how Chinese Mainland and Hong Kong effectively leveraged advanced technologies to combat corruption. The ICAC is deeply grateful to the Chinese Mainland and the UNODC for their tremendous support in this course. We will continue to leverage the tripartite partnership formed among the ICAC, the Hong Kong International Academy Against Corruption and International Association of Anti-Corruption Authorities- IAACA to promote cross-jurisdictional exchange of anti-corruption experiences, and continue to provide professional training for graft-fighters globally.   • [Rule of Law Index 2025] The latest “Rule of Law Index 2025” released by the World Justice Project shows Hong Kong’s overall ranking remains high, securing 24th place among 143 countries and jurisdictions globally! Under the factor of “absence of corruption”, Hong Kong ranked the 9th, moving up one position from last year.  This demonstrates that Hong Kong remains one of the world’s cleanest regions, with our anti-corruption efforts receiving strong recognition from the international community.   The ICAC will continue to move forward resolutely, fearlessly combating corruption and upholding the foundation of Hong Kong’s rule of law.   • [ICAC shares Hong Kong’s experience at the “World Anti-Corruption Conference 2025”]   Last week (24th October), ICAC’s Assistant Director of the Operations Department, Mr WONG Wai-kit, and Chief Investigator, Mr Ronald CHAN Kin-hing, were invited by the International Strategy Institute to share the ICAC’s successful graft fighting experience at the “World Anti-Corruption Conference 2025” in Oxford, United Kingdom.   During the panel “Youth, Ethics, and Digital Citizenship: Empowering the Next Generation Against Corruption Across Asia, the UK, and Europe”, Assistant Director WONG shared with participants, including anti-corruption practitioners and academia leaders from Asia, Africa and Europe, the ICAC’s strategy to meaningfully engage citizens in anti-corruption efforts and promoting integrity messages, in particular our innovative training model tailored to strengthen youngsters’ capabilities in combating corruption.     At the conference, ICAC officers had fruitful exchanges with Hong Kong and Mainland students studying at the Oxford University, covering topics of ICAC’s international liaison work in recent years and how Hong Kong’s anti-corruption story had positively impacted on other parts of the world.  The ICAC will continue to share our experiences and knowledge with graft-fighting counterparts around the world, harnessing the power of young people to achieve the shared vision of building a clean generation.

  • International Association of Anti-Corruption Authorities Annual Conference will be held in Doha, Qatar on 13 December 2025 to promote international cooperation and deepen anti-corruption exchange.   • [ICAC once again invited to share anti-graft experience in Saudi Arabia] Once again, the ICAC was invited by the International Anti-Corruption Academy (IACA) to speak at the “Awareness-raising on Measuring of Effectiveness of Anti-Corruption Agencies" workshop in Saudi Arabia from October 14 to 15.  The workshop was led by ICAC Principal Investigator David WILLIAMS and Chief Community Relations Officer WATT Wai-yeung, along with experts from the IACA and the United Nations Development Programme (UNDP) Programme.  Apart from sharing ICAC anti-corruption strategies, we also provided detailed insights into the initiatives and development of the ICAC Annual Survey over the past three decades, highlighting how the Commission could gauge its effectiveness from the annual exercise.   Over 20 anti-corruption and government officials from Saudi Arabia, including its Oversight and Anti-Corruption Authority (Nazaha), as well as other jurisdictions participated in the workshop.  They expressed strong interest in the ICAC's comprehensive anti-corruption strategies, particularly in how scientific surveys were used to understand the public's genuine perceptions of corruption.  The ICAC will continue to collaborate with various international organisations and anti-corruption agencies to contribute to the building of a clean world.

  • [ICAC Case - Subcontractor in Kai Tak Sports Park bribery case gets 10 months’ jail for falsifying accounts to evade tax and ordered to make $14.6m compensation]   A subcontractor of Kai Tak Sports Park construction project was sentenced to 10 months’ imprisonment at the District Court on October 6 after a bribery investigation by the ICAC revealed that he had conspired with a businessman to falsify accounts to evade taxes of over $14.6 million.  In addition, a compensation order was made against the subcontractor to pay the equivalent amount the Inland Revenue Department (IRD) had charged less in profits tax, to the government.   While an employee of the main contractor, who pleaded guilty to accepting $1 million in bribe, passed away following an illness before sentencing, no sentence was imposed on him.  The court made an order for the delivery of the $1 million bribe concerned to his former employer pursuant to section 102 of the Criminal Procedure Ordinance, in line with the spirit of the POBO in disposing of bribes.   More about the case – https://lnkd.in/eTPaDyns

  • [AsiaGlobal Fellows visit the ICAC]   On September 29, a delegation of AsiaGlobal Fellows - 11 distinguished leaders from countries in Asia, Europe, Africa, and the Americas, paid a visit to the ICAC.  Director of Investigation Mr Chong Ka-lok extended a warm welcome and shared with the visitors ICAC's anti-corruption strategies and initiatives of international anti-graft collaboration.  The delegation toured various ICAC facilities, including the Exhibition Hall which showcase Hong Kong’s anti-corruption journey with AI technology, as well as Café "1974" to experiencing first-hand the ICAC's determination and perseverance in fighting corruption.   The visit not only enhanced the overseas delegates' understanding of the rule of law and anti-corruption work in Hong Kong, but also allowed them to look at various global issues from the Asian perspective, which is also the objective of the "AsiaGlobal Fellows" Programme.  The ICAC will continue to spread the Hong Kong anti-corruption story and contribute to the building of a clean world.   More about our exhibition hall - https://lnkd.in/exCPgrfx

  • [ICAC officers bring experiences in anti-graft collaborations with regulators to Indonesia]   Earlier last week (September 23-25), ICAC officers visited Jakarta, Indonesia to attend the 12th Regional Conference and the Law Enforcement Network Meeting of the Anti-Corruption Initiative for Asia and the Pacific under the Asia Development Bank/Organisation for Economic Cooperation and Development.   We shared ICAC experiences in flexibly implementing our time-tested three-pronged strategy of law enforcement, prevention and community education, and through collaborating with local regulators to create a synergy in combating corruption and related crimes. In addition, the Hong Kong International Academy Against Corruption would provide professional trainings to strengthen the integrity culture of private enterprises.   Many participants expressed interest in ICAC’s anti-corruption strategy and hoped the ICAC could provide anti-corruption trainings for them in future to leverage Hong Kong’s anti-corruption experience of over 50 years!   More about ICAC’s International Training and Collaboration at - https://lnkd.in/eaKzQTSs

  • [Coding4Integrity Asian Youth Anti-Corruption Hackathon 2025] The first-ever #Coding4Integrity Hackathon, co-hosted by the ICAC, the United Nations Office on Drugs and Crime (UNODC) and the International Association of Anti-Corruption Authorities concluded on September 19 on a high note in Cyberport, Hong Kong. The landmark event showcased the synergy between youth innovation and technology in building a cleaner, more integrity-driven world. 14 teams from different countries and regions across Asia competed at the final by developing innovative anti-corruption solutions. A three-member team from Macao, China stood out with their project themed on Integrity Procurement. The winning team will also be invited to the 11th session of the Conference of the States Parties to the United Nations Convention against Corruption taking place in Doha, Qatar this December, where they will present their award-winning solution and exchange ideas with anti-graft fighters from around the world.   • [ICAC Case - Tenant charged by ICAC for bribing estate agent to avoid paying default tenancy compensation] A tenant was charged by the ICAC for allegedly offering a bribe of $1,000 to an estate agent, requesting the latter to conceal from an estate agency that he had defaulted a tenancy agreement to avoid giving up his deposit as compensation.  The estate agent did not accept the bribe and reported the matter to the estate agency. According to Section 9 of the POBO, it is a bribery offence for a person who, without lawful authority or reasonable excuse, offers an advantage (including money, gifts, loans, commissions, positions, contracts, services, favours, etc.) to an employee of a private organisation to influence the employee in exercising one’s duties.  Bribery is a serious offence carrying a maximum penalty of seven years’ imprisonment and a fine of $500,000.  Members of the public should report suspected corruption to the ICAC without delay.  The ICAC 24-hour Report Corruption Hotline: 25 266 366.   • [Hong Kong International Academy Against Corruption Receives "QFIA 2024 Achiever" Commendation] The Hong Kong International Academy Against Corruption (HKIAAC), which holds a Qualifications Framework Level 5 Accreditation, is committed to training graft-fighters in Hong Kong and around the world.  Earlier (September 16), Director of Academy Lau Chi-ho attended the QFIA Ceremony hosted by the Qualifications Framework Secretariat to receive the "2024 QFIA Achiever" commendation.  This recognition highlights the ICAC's ongoing efforts in promoting professional and internationally recognised anti-graft training, contributing to the development of integrity in Hong Kong and the global community. The “Professional Diploma in Anti-corruption” induction course 2025 which also holds a Qualifications Framework Level 5 Accreditation, has recently commenced.  The course emphasises both knowledge transmission and practical application, systematically enhancing the comprehensive anti-corruption capabilities of our newly recruited ICAC officers. Apart from the HKIAAC, the Hong Kong Business Ethics Development Centre of the ICAC is also working closely with the Hong Kong Qualifications Framework on the production of a training package for general business practitioners, aiming to strengthen their anti-corruption capabilities and equip them with practical tools to navigate ethical challenges.  Stay tuned!

On 8 September, ICAC Commissioner Woo Ying-ming hosted a bilateral meeting with the President of Integrity Authority (IA) of Hungary , Mr Ferenc Pál Biro.  Following the meeting, a Memorandum of Understanding (MoU) was signed, formally establishing a framework for fostering anti-graft cooperation.  On 10 September, witnessed by Chief Executive Mr John Lee, Commissioner Woo and President Biro exchanged the MoU at the opening ceremony of the 10th Belt and Road Summit. The ICAC and the IA have maintained a close collaborative relationship. In May this year, officers of the Hong Kong International Academy Against Corruption travelled to Hungary to conduct training for local anti-graft fighters.  President Biro is also a member of the Executive Committee of the International Association of Anti-Corruption Authorities, chaired by Commissioner Woo.  The signing of MoU not only establishes a framework for collaboration in experience sharing and personnel training but also demonstrates the ICAC's determination to work hand in hand with overseas counterparts to combat corruption. Adding momentum to international collaboration, ICAC’s Assistant Director of the Operations Department Lau Chi-ho attended a round table session on capacity building at the Belt and Road Summit to share experience of the Hong Kong International Academy Against Corruption in assisting Belt and Road countries in nurturing graft fighters.   • [Visit to the ICAC by The Chinese General Chamber of Commerce] On August 20, around 40 members from the Chinese General Chamber of Commerce (CGCC) visited the ICAC building and commenced an immersive anti-corruption journey in the fully upgraded ICAC Exhibition Hall.  During the visit, representatives from the Corruption Prevention Department introduced the ‘Business Sector Integrity Charter’ jointly launched by the ICAC and the CGCC, encouraging enterprises to adopt an Integrity Management System. In addition, representatives from the Hong Kong Business Ethics Development Centre (HKBEDC) also introduced integrity training courses and self-learning resources provided by the ICAC to enhance business practitioners' anti-corruption awareness and capabilities. As a founding member of the Hong Kong Business Ethics Development Advisory Committee, the CGCC has supported the ICAC in promoting business ethics for the past thirty years.  In the future, the ICAC will continue to work closely with the business community to maintain Hong Kong's clean and fair business environment, further strengthening Hong Kong's status as an international financial centre.   • [ICAC received local and overseas legal experts to showcase initiatives to promote anti-graft work and rule of law] About 20 local and overseas legal professionals visited the ICAC Building on 26 Aug to learn first-hand the Commission's work. Earlier in the day, they had attended the Absence of Corruption – A Key Requirement For The Rule Of Law” Conference, co-organised by the World Justice Project and Hong Kong Bar Association.  The visitors toured various ICAC facilities, including the Detention Centre and Video Interview Rooms. They were also briefed on ICAC's law enforcement work as well as efforts in promoting anti-graft initiatives and the rule of law.  To conclude the day, they paid a visit to Café "1974" and the ICAC Exhibition Hall to learn about the Commission's latest public education strategies.  The ICAC will continue to strengthen our collaboration with various professional bodies in the legal profession, striving to safeguard Hong Kong’s rule of law and a fair and robust legal system.    #ICAC #WorldJusticeProject #HongKongBarAssociation #LegalProfessionals

    Last week, Chamber members had the privilege of hearing from Mary Lau, Executive Director at the Hong Kong Business Ethics Development Centre, ICAC 廉政公署香港商業道德發展中心. We delved into Hong Kong’s #probity landscape and explored how both public and private sectors can join forces to champion business #integrity. We also learnt that, according to Independent Commission Against Corruption (ICAC)’s annual survey, the public has zero tolerance towards corruption. We then took our learning to another level with a fascinating tour of the video interview room and identification parade suite, stepping into the roles of suspects and witnesses, which added a unique twist to our journey.   • [ICAC Welcomes Visit of Accounting and Financial Reporting Council (AFRC)] Yesterday (7 August), ICAC Deputy Commissioner and Head of Operations Ricky Yau Shu-chun, had the pleasure of welcoming Dr David Sun Tak-kei and Ms Janey Lai, respectively Chairman and Chief Executive Officer of the Accounting and Financial Reporting Council (AFRC), and their delegation to the ICAC. The two parties shared their views on cementing collaboration, as well as challenges brought by the rapid development of financial technologies. The delegation also dropped by the newly revamped ICAC Exhibition Hall and Café “1974”, to learn about our education and publicity strategy. The ICAC will continue to work closely with the AFRC and other financial regulators to strengthen corporate governance and professionalism in the industry.   • [ICAC Case - Ex-district manager of insurer charged by ICAC for conspiring with downline agents in $1.4m commissions fraud gets 41 months’ jail] The ICAC had earlier charged a former district manager of an insurer and her three downline agents of different tiers for conspiring together to defraud the insurer of commissions, overriding commissions and bonuses totalling over $1.4 million by making false representations that the lowest tier agent had handled various insurance policy applications fabricated by them. The former district manager and two of the downline agents were sentenced at the District Court to jail terms ranging from 20 to 41 months while another downline agent was earlier sentenced to 10 months’ imprisonment.  In sentencing, the judge reprimanded the defendants for breaching the trust placed in them and fabricating insurance policy applications for personal gains by making use of the loopholes in the approval of insurance policies. The ICAC has always attached high importance on upholding integrity in the insurance sector.   • [ICAC Case - ICAC and SFC joint operation against suspected market manipulation and corrupt practices leads to arrest of two former senior executives of listed company] The ICAC and the Securities and Futures Commission (SFC) on Wednesday (July 23) conducted a joint operation, codenamed “Leverage”, targeting a sophisticated syndicate suspected of manipulating the shares of a listed company and engaging in corrupt activities. During the joint operation, the ICAC and the SFC searched 14 locations, including the offices of the listed company and SFC-licensed brokers. The ICAC arrested a former chairman and a former executive director of the listed company under the Prevention of Bribery Ordinance. The joint operation was the result of the SFC’s initial detection of suspicious trading activities suggesting potential market misconduct and corruption. The case was subsequently referred to the ICAC for investigation into suspected corruption, while the SFC focused on market misconduct under the Securities and Futures Ordinance.   • [ICAC to complement national anti-graft policy and scale new heights following fruitful golden jubilee year] Following a fruitful year that marked its golden jubilee, the ICAC is set to complement the country’s development and anti-graft policy, continue to combat corruption at full throttle and uphold Hong Kong’s integrity and rule of law to achieve greater successes in the next 50 years, according to the 2024 ICAC Annual Report issued on 16 July. Tabling the 2024 ICAC Annual Report at the Legislative Council, Hon Chan Kin-por, Member of the Executive Council and the Legislature, and Chairman of the ICAC’s Advisory Committee on Corruption, noted that 2024 marked a major milestone as the Commission celebrated its 50th anniversary.   • [Professional Anti-corruption Training for Corporate Senior Executives] The Hong Kong International Academy Against Corruption partnered with the Hong Kong Chinese Enterprises Association (HKCEA) to deliver the Professional Anti-corruption Training for Corporate Senior Executives last week. The one-day course brought together 30 senior corporate executives from 24 Chinese enterprises, focusing on ethical governance, anti-corruption legislation in Hong Kong, corruption prevention measures and integrity culture building. The programme featured Prof. FU Hualing, Dean of Faculty of Law, The University of Hong Kong who shared his insights on the difference between China and Hong Kong’s anti-corruption laws and their implications on social development. We were also honoured to have Mr ZENG Sendian, Vice President of HKCEA, join us for the programme’s closing ceremony.   • 【Delegates of China-AALCO Exchange and Research Programme on International Law visit ICAC】 The ICAC always strives to share its anti-graft experience of over 50 years with international counterparts, telling the good story of China and Hong Kong.  Deputy ICAC Commissioner and Head of Operations, Ricky Yau, met with over 30 diplomatic and judicial officials from Asian and African countries on 8th July.  Mr Yau shared with the delegates Hong Kong’s rule of law and anti-corruption regime, as well as the latest development of the ICAC. In addition to visiting the ICAC facilities including the newly revamped ICAC Exhibition Hall, the delegates also took the chance to enjoy a cup of specialty coffee brewed from Yunnan coffee beans and served at “Café 1974”. The delegates were participants of the China-Asian-African Legal Consultative Organization Exchange and Research Programme on International Law held in Hong Kong. They were impressed by the ICAC’s steadfast dedication to its mission and innovative efforts in combating corruption over the past 50 years.

  • [ICAC Case - Frozen meat supplier’s employee charged by ICAC gets three years’ jail for $5.2m goods fraud by concealing conflicting interest] A former senior sales executive of a frozen meat supplier, charged by the ICAC, was sentenced to three years’ imprisonment at the District Court after admitting that he had deceived his then employer into supplying over $5.2 million worth of goods to a food supplier operated by him by deliberately concealing his conflicting interest, but he had only settled payment of about $100,000.   • [ICAC Case - Ex-manager of beverage company charged by ICAC gets 33 months' jail for concealing conflicting interest in $1.9m ads, crime proceeds confiscated] A former marketing manager of a beverage company, charged by the ICAC and convicted after trial, was sentenced to 33 months' imprisonment for deceiving the company into awarding various outdoor advertisement purchase orders worth totalling about $1.9 million by concealing his control of a vendor, and conspiring with a subordinate to use false quotations and inspection reports to mislead the company.  The convicted defendant was confiscated $600,000 in crime proceeds.  More case details at: https://lnkd.in/eYff-edd The ICAC reminds staff members of business organisations to avoid conflict of interest situations and make timely declaration to their employers.  Concealing any conflict of interest in relation to one's official duties to benefit himself or his associates may constitute a breach of the Prevention of Bribery Ordinance or other criminal laws.  More about Conflict of Interest at: https://lnkd.in/eUEFEP95

  • [Integrity is deeply embedded in Hong Kong society 🎉] Findings of the ICAC Annual Survey 2024 has just been released: ✅ The respondents indicated zero tolerance of corruption. ✅ 98.7% of the respondents had not come across corruption personally in the past year. ✅  97.4% of the respondents considered keeping Hong Kong corruption-free is important to the development of Hong Kong. ✅   93.1% of the respondents stated that the ICAC deserves their support.
