Should I feel guilty using AI to develop my strategy game? I will hire an artist to make assets, but when it comes to programming, I'm honestly illiterate. Even if I try to learn how to program, I'd be making little pathetic little snake games and text adventure clones that really don't scratch my itch. Does it really matter or am I overthinking?

If it works, it doesn't matter. The only thing I'd advise is to remember that shit code = shit optimisation, meaning your game will run like shit and will eventually collapse under its own weight, if you aren't careful and certain of the efficiency of your code. I'd recommend continuing to use AI but watching some videos on basic programming principles to avoid what I mentioned.

The problem is that if it ends up being poorly coded, how will you know? Generally when a game releases and it runs like shit, the devs optimise it over a period of time. How will you do that if you don't know why it's running like shit?

The game that I'm trying to make is pretty rudimentary. Essentially I want to make something like Sid Meier's Pirates! (1987) and Uncharted Waters, but with a steampunk theme. I can't imagine that I would need an entire team to optimize something that simple.

If you are really as high grade a programmer as you say you know as well as I do, that most people that call themselves programmers have no idea of how to properly model available memory and adapt object loading and unloading as well as function calls in such a way that hey actually work efficiently with resources.
And AI is trained on that waste of programming. The entire field is rife with bad practices that will only be exacerbated by AI.
This is as much of a shit show as website design where you load three interdependent extra modules ontop of the basic frame work with a shitton of stupid functionalities that are never used but bloat your load times from 14ms to whatever the fuck youtube is doing.

You most likely wont finish your project. You can't just say "make me a video game with X, Y and Z features" and then have ChatGPT code the entire thing for you.
If you don't want to learn coding don't do projects that require coding. I'm personally making a game in my free time using GameMaker and I find it very user friendly so as long you want a 2D game I can recommend that. You can look into other game engines too but definitely choose one as opposed to just using a general purpose language. They come with lots of features baked in that makes life easier for you.
