On December 17, 2004, President George W. Bush signed the Intelligence Reform and Terrorism Prevention Act (IRTPA). This sweeping legislation, catalyzed by the 9/11 terrorist attacks, aimed to completely transform America’s national security enterprise.

Though the idea of establishing an overarching intelligence agency dated back to at least the 1950s, the IRTPA formally created the Office of the Director of National Intelligence to strengthen, integrate, and lead America’s intelligence community. We officially began operations on April 22, 2005.
