Time bound it and put it behind number of text posts spread over that time.
You have to make a number of self-consistent posts over a 2 week or so period, and then you can apply for image posting rights.
Sharty does something sort of similar, but you can post images with already approved md5s or submit them for moderator approval. Kind of an OK middle ground between no images and manual approval for every image. That md5 thing doesn't really work for KF as well though, because the majority of images will be unique, rather than repeating ONIONS reaction images.

His issue seems to be that he really wants to keep the site open to registrations but then there are automated sign ups that spam the board with the material again, so his desire to automate the reporting process is for when this thing that has (happened many times before) is now much easier.

The forum software he's using is also utter shit. I think even he knows that and has talked about rolling his own solution but of course that has been going on for years. It's a legit skill issue. He doesn't have to code his own solution, he just needs to stop using dogshit like an ancient version of Xenforo and then crying to the internet because it doesn't stop a kid vibe coding a way past his registration page.
