TOPS wields significant influence across all sectors of urban operations, to the extent they're considered equal rivals to the municipal authorities represented by the Mayflower family.
Despite their long-standing poor reputation among citizens, TOPS remains synonymous with "quality assurance," attracting numerous corporations vying for a coveted spot in their ranks.
TOPS regularly conducts performance evaluations of its members, and once a company's strength declines, even well-established corporations with long histories aren't spared from being shown the door.
