事実関係が全く違います。質問通告が漠然としていたのは民主党政権の時の自民党。一例として小泉進次郎さんのものが紹介されています。

立民はきちんと勉強して調べてこないから質問通告も漠然としたものばかりしか出せず、 質問通告にない話を聞こうとして通告がないので正確な答弁ができないと断られることがよくある。 そしていつも使う手が「事前通告してます！」だ。
