本当に見識ある議員さんですか。甲乙の慣例というものを全然わかってらっしゃらない。どちらが『甲』でどちらが『乙』でなければならないという法的なルールは特に存在しないが、相手を『甲』として、自分を『乙』とするのが国際的な契約書でも一般常識ですよ。あきれました。
