This is what I was told by Youtube Creator Support regarding refunded gifted memberships.
TL;DR - If the person who received the gift does not accept before the refund, the creator is not charged. (I was confused though since I thought memberships were randomly assigned in stream livechat??)
Also there is currently no way for creators to see if and when superchats or memberships are charged back/refunded
