７階建てでも特例的に６階建てとみなして連結送水管が後から免除されていますので、７階を使用していなければ問題ありません。 一蘭は全く問題ありません。 ポスト自体を削除してしまうと間違った情報が拡散する可能性があるためこちらでお知らせします。

このビルに関してはビルオーナーさんと消防署との取り決めで一蘭さんが入る以前から、7階を不使用、閉鎖することで消防署に連結送水管の除外願いが提出されていたそうです。それを分かった上で一蘭さんがテナントとして入居されているようです。

責任の有無については今の所有者なのか、前までの所有者なのかはわかりません。防火管理の責任を問われるでしょうね。 建物としてはこれだけの燃え方で古そうな感じなので解体かと思います。

どんな活動をしたのかわかりませんが、普通の現場ならすぐに連結送水管送水口にホースを接続してすぐ活動できるはずなので、多少は時間を要していたはずだと思います。 本当に悲しいです…

情報ありがとうございます。 通常は必要、以前は設置されていた、７階建て通常は必要でも不使用として届出、一蘭は関係ないということです。 万が一７階が使用されていたとしても一蘭は全く関係がありません。

どうしても現場が気になり、仕事帰りに現地に行ってきました。 道頓堀沿い、裏側も一通道路で狭く建物が密集し、車両部所も容易ではない活動が困難な場所でした。 焼損した建物はくっついていて、より活動が困難に感じました。

1000件以上経験した消防同意時においてデザインにこだわる建築士の意見です。 若い建築士や、オーナーの顔色しか見ない人に多い気がします。 また、建物正面に送水口は見た目が悪いから勘弁してほしいという方もいました。 建物内部でも消防設備を隠したがる人はいくらでもいます。

詳しくは出ていませんが、定期的な点検や訓練が行われるような所有者なら防災意識が高く、火災が起きる可能性は低くなると思います。 大阪ミナミはペンシルビルがめちゃくちゃたくさんあるので地元消防と連携できているかどうかは不明です…

基本的に２人ペアで屋内進入します。小隊長と隊員で入って、火災の状況により２人とも脱出できなくなり空気呼吸器の中身が空になって亡くなったものだと思います。 火災時は基本停電しており、煙で視界も無く、避難経路も不明な状況ではベテランなら若手一人だけでも脱出させる！とか無理ですね。
