My guess would be that the delay is due to efforts to seek more from Lockheed Martin in terms of economic benefits -- ITBs -- for both the F35 program and the proposed HIMARs buy which is also a Lockheed Martin product. Such commitments here would be an important element of the Defence Industrial Strategy whose announcement is also due. What about the production of certain missiles, bombs and other munitions from L-M's extensive line-up in Canada? This would make more secure the North American Defence Industrial base by adding a new production facility. As CAF obtains much greater missile capability across all domains as part of its defence build-up, including some of these new items under the domestic Munitions Supply Program would enhance Canadian security. Getting agreement on this given Trump's "America First" proclivities of course is a challenge, however, it would also explain the delay. Note that Minister Joly said in August she was planning to visit Lockheed Martin after her visit to Saab in Sweden. That visit has yet to take place and might be awaiting agreements on certain issues to be reached. The bottom line is that the F-35 buy would go ahead at the end of the day. Again, this is all speculation on my part.

The f35 is less of the problem then who supplies them and ultimately has final control of the weapon systems. We simply cannot rely on Trump to not interfere if, as example Putin lands on our shores. Canadian weapons systems must be with trusted partners of which America under this crooked leadership is not.

The report is probably sitting on a desk with the Liberal budget.
