Read books and practice with a actual goal like getting educated on the fundamentals (perspective, anatomy, etc) Don't just idly copy your favorite cartoon's artstyle or you'll end up like those trannies who have been drawing for 20 years and never end up improving. Also i recomend starting with paper instead of going digitally at first

download from annes archive a book called keys to drawing and follow it to just learn how to copy stuff like a scanner with no thinking, then after u can do that well u can study human anatomy and perspective from whatever source u find (youtube videos, books, doesnt matter much) until u get good. i drew picrel with no reference but the soyjak

you want real advice?
Pick a certain thing to learn, you’ll learn the others later on but specialize in either characters, landscapes, etc.

Characters

1. Choose a style. Whether it be tranime or realistic you have to choose an art style

2. Learn anatomy as simple shapes then twist it how you want it.

3. Learn poses and light. Learn clothing and folds. Optional really but look into character designs

landscapes

1. Learn perspective, it looks hard but simple one point or two point perspective will help

2. Simple everything into simple shapes, too.

art in general

1. Learn color theory.

2. Simplify EVERYTHING into small shapes

3. Learn how to make 2D into 3D

4. use references

where to start
Practice light and shapes.
Do Shrimp method. Draw a shrimp (or anything else) from memory once. Collect a bunch of references, compare and contrast your drawing with them, then trace the references. Draw again while looking at the references but don’t trace. Then draw again from memory. This won’t be short process, it’ll take time, but it’ll pay back.
You can use the shrimp method on anything, but since you don’t know the basics, start with an actual shrimp.

You should start with basic, easy perspective.

Draw with one point perspective as for now and move up when you’re comfortable. The hardest is six-point perspective.
Best advice I can give you? use guidelines

Learn the key components.

Horizon line: line where the sky meets the land.
<
Vanishing point: The point on the horizon line where parallel lines, known as orthogonals, appear to converge.
<
Orthogonal lines: Imaginary parallel lines that recede toward the vanishing point

Practice and observe.

For anatomy make everything into simple shapes. Boxes or circles. Anatomy is harder to learn with no knowledge of the basics. Try to go with objects then bodies.
