ＥＵ首脳「ドローンの壁」協議、ロシアの領空侵犯に対応

［コペンハーゲン　１日　ロイター］ - 欧州連合（ＥＵ）は１日、コペンハーゲンで首脳会議を開き、ロシアのドローン（無人機）による相次ぐ領空侵犯に対応するため、検知、追跡、迎撃機能を備えた「ドローンの壁」の構築に支持を表明した。
ＥＵ欧州委員会のフォンデアライエン委員長は「ロシアはＥＵを試そうとしているだけでなく、社会に分裂と不安を植え付けようとしている。断じて許さない」と述べた。
同氏は先月、欧州の東部防衛を強化するため、無人機を検知、追跡、無力化するセンサーと兵器でつくるドローンの壁の構築を呼び掛けていた。
デンマークのフレデリクセン首相は会議後、「欧州は自らを防衛できなければならない」とし、「無人機と対無人機能力の生産を強化する必要がある。外部からの侵入を防ぎ、無力化できる欧州の対無人機網の構築も含まれる」と述べた。
デンマークでは複数の空港が先週、ドローン飛来により一時閉鎖された。ＥＵの複数の国が首脳会議開催国デンマークの警備を強化するため部隊や対無人機システムを派遣。デンマークは上空のドローン飛行を３日まで全面禁止とし、フレデリクセン首相はロシアが関わっていることを示唆している。１日には記者団に「注視すべきパターンで、欧州へのハイブリッド戦争に対応する必要がある」と述べた。一方、ロシアは関与を否定している。

多くの首脳が、ポーランド上空での無人機やエストニア上空での戦闘機など欧州での領空侵犯を受け、ロシアを非難している。フィンランドのオルポ首相は「ロシアは今後も続けるだろう。われわれは警戒態勢を強化する必要がある」として、ドローンの壁構想への支持を表明した。
北大西洋条約機構（ＮＡＴＯ）のルッテ事務総長は今週、構想は「時宜を得ており、必要だ」と評価した。ただ、欧州委はまだ詳細を策定しておらず、費用や実用性は不明だ。
フォンデアライエン氏は、ロシアに近い欧州の東側の防衛が優先されるが、欧州大陸全体を守る盾として構想を策定すると述べた。
ロシア大統領府のペスコフ報道官は今週、「歴史が示したように、壁の建設は常に悪いことだ」と述べ、同構想の議論を批判していた。
