Several individuals, likely Japan Ground Self-Defense Force members from the 15th Brigade, are gathered around the helicopter, possibly preparing for or concluding an emergency patient airlift mission. An ambulance with Japanese text and the number "554" is visible, its rear door open, suggesting coordination for medical transport.
