Most likely because it counts only Swedes who were in Sweden at the time when they went to Germany to join; if you include Swedes who happened to be in for example Norway or Denmark and went from there to Germany (or joined at WSS recruitment offices in Norway or Denmark), you get the higher true number. Of course many more Swedes joined the WSS if you count those who were Swedish but had German citizenship and lived in Germany and joined the WSS that way, as Germans. Such people of course get counted as being Germans, even if they had Swedish parents and spoke Swedish and had only lived in Germany for a short time.
It must be noted that a grand total of roughly 13000 Swedes joined up with the regular militaries of Finland and Germany (as regular soldiers rather than WSS) on the eastern front near in and near Finland, to fight against the USSR.
