Worth nothing that the mayor / executive branch has known about this $11M shortfall since June. They said they only shared with councilors after councilors asked about it.
This unexpected shortfall could further undercut Mayor Keith Wilson’s ambitious plan to end unsheltered homelessness by December. (This is largely about city shelter funding shortfalls -- but another nugget: Multnomah County's shelter programs are also facing a BIG state funding deficit.)

Last week, a housed resident attacked multiple homeless neighbors in Northwest Portland, leading to a five-hour standoff with police crisis negotiators. It wasn’t an isolated incident. Street Roots, a Portland-based nonprofit news outlet, needs more than $250,000 by the end of the month or it may have to cut jobs and reduce services.
This kind of thing is why I kind of despair about the response to Trump. Portland could be entirely housed and Trump would still send troops in, because homelessness and ‘crime’ are just pretexts for military occupations. Saying ”maybe if we clean up our act” completely ignores the problem.
