Worth nothing that the mayor / executive branch has known about this $11M shortfall since June. They said they only shared with councilors after councilors asked about it.
This unexpected shortfall could further undercut Mayor Keith Wilson’s ambitious plan to end unsheltered homelessness by December.
(This is largely about city shelter funding shortfalls -- but another nugget: Multnomah County's shelter programs are also facing a BIG state funding deficit.)

An update on the ICE facility. Our administration's investigation has "show[n] more than two dozen detention policy violations of the facility’s land use conditions of approval with the city, which does not allow detainees to be kept overnight or held for more than 12 hours."
