Randolph Appleton Kidder, 82, a retired foreign service officer who was named ambassador to Cambodia in 1964 but never got a chance to serve in the post, died Jan. 4 at Sibley Memorial Hospital after a stroke. He had lived at the Watergate in Washington since 1978.
