Executive Order
Section 1. MAGA as a Terrorist Threat. MAGA is a radical political movement that has explicitly sought to overturn the results of democratic elections and obstruct the peaceful transfer of power in the United States. Its adherents have engaged in violence against law enforcement authorities and our system of law. On January 6, 2021, a pro-MAGA mob stormed the United States Capitol, resulting in assaults on more than 140 police officers, deaths, and an attempt to stop Congress from certifying the 2020 presidential election results. Prominent MAGA figures have called for “retribution” against political opponents, endorsed violence in rallies, and spread conspiracy theories such as QAnon to radicalize followers. The movement has also harassed election workers, threatened judges, and engaged in intimidation campaigns against local officials. Militias and extremist groups aligning with MAGA, such as the Proud Boys and Oath Keepers, coordinated in advance of the Capitol attack, with several leaders later convicted of seditious conspiracy. These activities demonstrate a sustained campaign of political violence and suppression of lawful political processes.
Sec. 2. Designation as a Domestic Terrorist Organization. Because of the documented pattern of political violence, intimidation, and attempts to obstruct the rule of law, I hereby designate MAGA as a “domestic terrorist organization.” All relevant executive departments and agencies shall utilize applicable authorities to investigate, disrupt, and dismantle any and all illegal operations—especially those involving terrorist actions—conducted by MAGA or any person claiming to act on its behalf, or for which MAGA or any person claiming to act on its behalf provided material support. This includes investigatory and prosecutorial actions against those who fund such operations.
Sec. 3. General Provisions.
(a) This order shall be implemented consistent with applicable law. It does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(b) This order shall be published in the Federal Register.
