It inevitably distracts some of the enemies she's fighting. Even if they're distracted for only 0.1 seconds, that could have a huge effect on how the battle plays out (because they missed a shot or got hit due to the distraction). In contrast there's no tactical advantage for her to wear pants. She's a cyborg, remember, so some extra clothing wouldn't provide her any additional protection and would just be utterly pointless.
