Forgejo is generally considered a separate project from Gitea and
no longer considered a soft fork. A soft fork can be treated like a
server running a slightly modified version. A hard fork cannot.

Yes, and kind of no. AFAIK they still keep the same API without changes for tea to work, and simply create their own new features without pushing back to Gitea because they can't because they purposefully removed support for Windows. Kind of weird that this fork of Gitea that claims to be more free is licensed under a more restrictive license than Gitea itself.
