Fianna Fáil TD criticises move to put temporary ambulance training college in Haulbowline 

Fianna Fáil TD James O'Connor said the HSE's capital plan had committed to the college being located in Youghal, and that plans for a temporary site had been 'advanced'.

A government TD has hit out at the treatment of his East Cork hometown, saying that the "only thing the Government has delivered for Youghal is a 900-person IPAS centre".

Fianna Fáil's James O'Connor made the comments after he had learned that a temporary facility for an ambulance training college would be housed in Haulbowline, instead of the town, before a permanent facility is located in Youghal at the St Raphael's site.

Mr O'Connor said he believed that this would mean that the facility would not be built in Youghal for some time, if at all. He said the HSE's capital plan had committed to the college being located in Youghal, and that plans for a temporary site had been "advanced".

"To me, this is exceptionally frustrating. It's a breach of trust. It cannot be allowed to happen," Mr O'Connor said.

"I have put these questions to the Taoiseach, Micheál Martin, why this has been taken from my constituency and rebased in his. I have no faith in the HSE to carry out their full plan, which involves building the full facility in Youghal unless the temporary site comes with that to Youghal."

'Preferred location'

Speaking in response to questioning from Mr O'Connor last year in the Dáil, then health minister Stephen Donnelly said he was "delighted to be able to confirm in the Dáil today that the St Raphael's site in Youghal is the preferred location for the permanent ambulance training college".

"That will be very welcome news to the people in Youghal. The facility will be wonderful for our National Ambulance Service and Youghal," he added.

"The ambulance service has plans to establish a fourth campus, which is the one the deputy and I have spoken about many times. It is to be located in Cork, and is to increase recruitment capacity into our National Ambulance Service. A project to develop the fourth training campus in Cork is included in the 2024 HSE capital plan."

Mr O'Connor said the fact that the site had been committed to by the then minister but its temporary home was being sited elsewhere is "a joke".

"I am seeking guarantees from Government, and I would question now, as a consequence of this, the value of a minister's word," Mr O'Connor said.

"Evidently, to me, it seems that these State agencies can do as they want without any consequence, despite the fact that they put these items in their own capital plan less than 12 months ago."

A spokesperson for the Taoiseach said on Monday that a meeting had been arranged between the HSE and Mr O'Connor.

"The Taoiseach met with Bernard Gloster and the HSE about this issue last week. He was given a firm commitment and a timeline for an operating base in Youghal.

"There is an immediate need for a facility in Dublin, but the Taoiseach was assured of a permanent base in Youghal. He also facilitated a meeting with Deputy O’Connor and the HSE in the coming days."

The HSE did not respond to a request for comment by deadline.
