They're probably referring to voip landlines and just calling them 'landlines' which they aren't, they're voice over IP phones. That being said, this sounds like a sophisticated botnet that probably uses AI to place the call and do the talking since there's no way one person could talk to 300 911 operators at once.

With that quantity too, seems like a great way to easily get busted.

Dispatchers / 911 call-takers are usually stereotypically fat / lower IQ, boomer adjacent individuals (even for law enforcement). The feds regularly provide guidance on taking these kinds of calls no I'm not posting it, do your own research comniggers. It is simply asking too much of them to recognize AK-47.mp3 especially on a nationwide basis.

Furthermore, no one wants to be the one who doesn't send in the cavalry in the off chance one of these "prank" calls turns out to be real.
