Anyways, I am here to talk about another topic: silly effects of the TNO USA CRAs, each level of the CRA increases both stability and daily political power gain, these are the statistics of the two most radical possible CRAs:
Radical:
Daily PP gain: +0.10.
Stability: +10%.
Miscellaneous Costs (as % GDP): +2.00%.
Revolutionary:
Daily PP gain: +0.15%
Stability: +10%.
Miscellaneous Costs (as % GDP): +2.00%.
If you know of the fact that forced bussing (included in both acts) had a 75-80% disapproval rating in Gallup polls of the time, and was controversial even amongst liberals (for instance, Louise Marie Hicks had a quite successful career in Massachussets, a very liberal state and the only one to vote for George McGovern in 1972,) you would know that the increasing stability boosts from token to radical CRA are nonsensical. The OTL CRA already permanently changed the demographic composition of American cities, and the wave of black crime and overall dysfunction that followed, many people uprooted their own lives at great cost to themselves to avoid this ("white flight"). Now imagine a more radical one which explicitly includes forced bussing, and in the case of the revolutionary CRA, the also unpopular massive affirmative action/anti-white discrimination programs (which are illegal under a straightforward reading of the OTL 1964 CRA) that go far beyond what LBJ implemented IOTL. See the attached picture about a Harvard sociologist discovering the surprising (sarcasm) finding that bussing (ending "de facto segregation" by sending kids from [informally, Boston never had de jure segregation] black neighborhoods to schools in white ones and vice-versa) made race relations worse.
Anyways, my theory for why the TNO devs added nonsensical positive effects to these überlibtard laws is that they are afraid of giving negative effects to progressive legislation.
And also, the Massachussets program in question was voluntary, now imagine how a nationwide mass forced bussing program through the CRA would be received.
