PQI:
The entire plan hinges on a new metric called a Post Quality Index, or PQI. The goal is to be a more accurate representation of quality thread engagement than raw PPH. By multiplying each number of bumping, day-unique, regular entropy posts made by each unique poster from the last hour together, we are given a value that scales not only with raw thread activity but cross-user engagement. Unique users are differentiated using IPs and integrity. Only counting posts that bump the thread allows sagefags to voice disapproval while not increasing the PQI. Only counting unique posts using an /r9k/-esque text filter with only the context of the last day of the board plus an entropy test dampens lazy spam.
For example, if a single user is spamming a thread at 200 PPH, assuming all posts are thread unique and past the entropy test (most spammers fail at least one), the thread will have a PQI of 200.
But if a thread has two active users both posting at 20 PPH, the PQI will be 400. Adding a one time user with 1 PPH will do nothing, adding a barely active user with just 2 PPH will double the score to 800, and adding another active user with 10 PPH will boost the PQI to 8000. This means PQI snowballs as more users engage, which is intentional.
THE PLQN:
I advocate for consolidating boards to the extent it does not hurt QoL and fracturing boards to the extent it does not hurt engagement. I do NOT want a rulecucky fixed board plans based on retarded guesswork. To accomplish this, board creation and deletion needs an overhaul. The homepage will be divided into 3 sections: Active, Inactive, and Archived. Active boards will consist of boards with a daily average PQI of 200. That is a pitifully low bar. Boards that do not reach this threshold will be moved down to Inactive. There is no practical difference between Active and Inactive boards, but Inactive boards are candidates for consolidation. If a board is consolidated, it will be moved to Archived. Archived boards are locked, but regardless of lifespan or unseriousness, they will be kept available for viewing.
Fracturing:
Boards with a PQI above 2000 may be fractured at the discretion of the Admin. An archived board will be unlocked or a new board created to host the fractured topic, and the parent board's rules will be updated to exclude it along with an accompanying week long notifying sticky.
Consolidation:
Boards will be consolidated automatically. Any board that is Inactive (<200 PQI) for more than 50% of the past week will be archived and its topic consolidated with its parent board. Again, the parent board's rules will be updated to include it with an accompanying week long notifying sticky.

MIRROR THREADS:
I would also like to propose a mirror thread system for /soy/. A mirror thread is a way of exposing normgroids to other parts of the site and boosting overall engagment. A user opening a mirror thread will redirect them to the real thread on it's respective board. The mirror is bumped simultaneously with its parent and is not looped by default, meaning it can be wiped, but will reappear on the catty if bumped again.

I believe the following boards are well suited to have their highest PQI thread automatically mirrored on /soy/ by default: /qa/, /raid/, /r/, /v/, /mtv/, and /q/. I know that /qa/ will be an unpopular choice, but I do think a small amount of reglated NAS on /soy/ can be a good thing. This does not mean /soy/ is a lawless hellscape where anything goes. Offtopic threads will still be moved, and only mirrors will be allowed to stay. Additonally, jannies may manually mirror or even mirror and sticky/loop important threads if needed. A manually mirrored thread will be unmirrored once catty wiped.

On a less important note, I also think /dem/ would benefit from this system. Giving jannies the power to manually mirror/sticky/loop threads and presidents to automirror highest PQI threads of different boards, could help it be more of a curated hub and less dnb snca namefag raisinflinging. Perhaps they may even be given the power to mirror a single thread on /soy/ if things go well.
