colaboが都資産の備品を継続使用したことについて、東京都は運搬が面倒等、ウダウダ後付けで言い訳をしてた。 が、colaboは都の資産を勝手にcolabo資産として全額費用計上。colabo目線ではcolaboのものなので運搬の必要性すらない。 都の後付け論理は木っ端みじん。

現在colaboの住民訴訟は、この監査結果は暇空氏の反証の証拠足りえないとしており、この図で「不正はなかった」と言うことはできない。なお、colaboは準備書面で2900万や2700万は都が独自に仕訳した結果でcolaboも内訳を知らないとのことである。この図の問題点をザックリ整理する。 続）

「ぱっぷす」が利用がないのに、宿泊用の部屋を増やしてる。９月には更に4人のキャパ増が見込まれてる。 他の団体も不動産関係を増やしてるけど、都は抜き打ちチェックなり宿泊者リストを提出させないと駄目でしょ。個人情報を盾にするなら支払いをすべきでない。

暇空氏の国賠訴訟に対して短期の結審なので暇空氏の負け確定とか言ってたカルピス軍団が言い訳を始めた。 「よく見てなかった」とか言い訳はどうでもよくて、そんな根拠の薄いポストが絶対的なものとしてcolabo擁護者やその周辺に拡散していったのを振り返らないと。 まさにエコーチェンバー。

コカインを使うような団体を選定しないことと同様に「公金の使途をブラックボックスにする団体」を弾くのも都の責任。 公金の流れのブラックボックス化は不正の温床になるし反社組織が付け込む隙にもなる。

1/ 沖縄旅行中に東京都より新年の挨拶がきてました。昔の話題になってしまいましたが、colabo弁護団説明書にある「費目間流用」についての回答です。 colaboから流用の申出又は都の承諾はないとのことでした。なお、契約書第1条第4項において申出や承諾等は文書にて行うこととされています。 #Colabo

私が暇空氏の住民訴訟を支援する理由は、「自らバグを作り公金管理の責務を放棄した東京都、仕様書の逸脱を繰り返す受託者」の構図が不健全で公金の使徒として不適切だと判断したからです。

東京都福祉曲の「契約事務の手引き」はR5.8に改正したとの由。40頁近く増えてる模様。 補助金化と提出書類の一部厳格化（個人的には不十分と考える）を含めて、暇空氏のcolaboに対する住民監査請求等は公益性の向上の結果をもたらしたことは間違いないですね。

colaboの令和3年度のタイヤ代について 弁護団は「都もこの年度にタイヤ購入はなかったと認識している」としている。ということで開示請求してみました。予想どおりでした。 「都に報告済みで暇空氏の指摘はありえない」と「暇空氏の指摘後に取り繕った」は違うので明確に区別してほしいです。

委託契約を理解してないのはこの議員。委託契約でも補助金でも資産性のあるものは、当該期間中の経費分しか支払わないのが基本。購入費全額みたら契約終了時に現物を納品させなきゃいけなくなるから面倒。だから契約期間中のリース料でみたりするんだよ。 実務を知らずにイキるなよ。

note.com/opp406/n/nc884 暇空氏の活動による公益に資する成果。恐らくもっと積み上がるよ。 福祉局の不適切な内規を改善させたのは将来の多数の不適切契約を防止してるから、「とどまる」レベルではないね。 一つの契約の談合の摘発より影響はでかい。
