Improving Countermeasures Against Human Extinction Risk

Abstract
I would like to propose the following improvements to existing countermeasures against the risk of human extinction. - Measures to assess the dementia risk of politicians in nuclear-weapon states using facial photo dementia diagnosis AI. - Establishing Memory of Mankind outside of Europe to prepare for the risk of scientific knowledge being lost due to a pandemic. - Developing a 100-year-lasting PC compatible with M-Disks. - Imposing a tax on light pollution from Starlink satellites and other sources that interferes with astronomical observation, and using the tax revenue to launch multiple extraterrestrial astronomical observation satellites to monitor meteorites that are poised to collide with Earth.
