It sounds so old that it is probably in the public domain by now.
considering the 30-second-rule was added due to copyright concerns, I can see why they don't want to do that
though they also could've just replaced the sample with a 30 second clip of it, instead of quarantining the sample. AFAIK regda was the only person who ever uploaded samples longer than 30 seconds
The legacy samples should be grandfathered in instead.

it was originally deleted because regda had uploaded the entire 2 minute song to WZS (the 30 second limit did not exist back in the olden times). obviously not possible now
