China Coast Guard vessel 3104, which was chasing 
Philippine Coast Guard vessel BRP Suluan (MRV 4406) at high speed and intended to blast water cannon at the PCG vessel, performed a risky maneuver from the Philippine vessel’s starboard quarter but ended up colliding with PLA Navy Type 051 destroyer Guilin (164) off Scarborough (Panatag) Shoal.
BRP Suluan was supposed to deliver aid to 35 Filipino fishermen in Bajo de Masinloc for the “Kadiwa Para sa Bagong Bayaning Mangingisda (KBBM)” initiative. Meanwhile, BRP Teresa Magbanua (MRRV-9701) escorted the Filipino fishermen to a safer area.
