Nope. Mobiles don’t need anything more than 1080p. Even 720p would be just fine for phones.

Many boxes and devices will play 4k but NOT 4k HEVC so be careful.

Xiaomi Mi Box S is capable of converting HDR to SDR on the run, while the Roku Ultra isn’t. Some Blu-ray player like the Oppo UDP-203 and console like Xbox One X also has this ability. Yes, you can output it to your non-HDR compatible or SDR TV.
