Chinese soldiers dressed in security uniforms would then enter Taiwan as security guards in a “safeguarding” operation instead of a military operation. This second Chang Hsueh-liang would also issue an order prohibiting Taiwan soldiers and policemen from firing at Chinese security personnel.
