MANILA – Philippine National Police (PNP) chief Gen. Nicolas Torre III on Monday announced the arrest of a Chinese who fatally shot his compatriot in Makati City in October last year.
In a press briefing held at Camp Crame, Torre said the suspect Wang Dan Yu, alias Bao Long, was arrested around 12:30 a.m. on July 19 in Bongao, Tawi-Tawi, after he allegedly attempted to re-enter the country through the southern backdoor, based on intelligence reports.
He was aboard a speedboat from another country when he was apprehended by virtue of a warrant issued by a Makati City court.
On Oct. 17, 2024, Wang shot dead the victim Liu Jiabin, following a verbal altercation in a restaurant in Makati City. The incident was caught on closed circuit television camera (CCTV) and has since gone viral.
The Philippine government has offered a PHP2 million bounty in exchange for any information on Wang’s arrest.
“The PNP have ways to monitor individuals and control the situation. Kaya nakita natin, na-monitor natin ang kanyang mga plano hanggang sa nalaman natin na siya ay babalik kaya hindi na natin siya pinagbigyan na makagalaw pa nang malaya dito sa bansa natin. Inaresto na natin siya pagtapak niya sa Philippine soil (That’s why we were able to track and monitor his plans until we learned that he was returning. We didn’t allow him to move freely in our country any further—we arrested him the moment he set foot on Philippine soil),” said Torre.
Torre, meanwhile, said Wang is also the alleged mastermind in the kidnapping of a 14-year-old Chinese student at Bonifacio Global City in Taguig City in February and was also involved in the abduction of a Chinese acupuncturist in Manila in August 2022.
However, the kidnapping charges against him were dismissed after the victims refused to cooperate with authorities.
“Sa ngayon sa kabila ng nakalusot si Bao Long sa mga iba’t ibang kasong hinarap niya nung una, ngayon nasa atin na ulit siya at talagang gagawin natin lahat para hindi na makalabas ang taong ito (For now, despite the fact that Bao Long got away with the various cases he faced at first, now he is with us again and we will really do everything to prevent this person from getting out),” Torre said.
Wang is under the custody of the national police at Camp Crame in Quezon City.
Meanwhile, Torre dismissed a viral social media post about a Chinese murder victim allegedly dumped in Kawit, Cavite, clarifying that the incident occurred in 2022.
“2022 pa nangyari ‘yan eh. Hinuhukay, literal na hinukay sa baul para palabasin lang na para bang bago kasi wala na silang nakitang masama ngayon na kasing sama no’ng panahon nila (That happened back in 2022. They dug it up—literally—to make it appear new, just because they can no longer find anything as bad as what happened during their time),” he said.
Disputed safety risk advisory
The PNP also disputed China’s latest advisory warning its students about safety risks in the country.
Torre said many Chinese nationals who fall victim to crimes in the country are often targeted by their compatriots.
He said the advisory is part of China’s supposed propaganda “designed to shape a narrative,” and that it has no basis.
“We respect the opinion of the Chinese official, pero isa ang maliwanag dito na nakikita natin sa bansa natin, nag-aaway-away rito – Chinese ang biktima, Chinese ang perpetrator – kaya we are being used as a battleground na hindi naman natin papayagan na ipagpapatuloy nila (We respect the opinion of the Chinese official, but one thing is clear – what we see here in our country is Chinese nationals fighting among themselves – the victims are Chinese, the perpetrators are also Chinese – so we are being used as a battleground, which we will not allow to continue),” Torre said.
