China Announces Development of Weapon Capable of Causing Blackouts China’s state broadcaster has aired an animation showcasing a graphite bomb — a weapon designed to disable electrical power systems. The footage shows a missile carrying submunitions that, upon detonation, release fine chemically treated carbon fibers. These fibers cause short circuits in electrical grids. The weapon was developed by a state-owned company that works with China’s Ministry of Defense. The video explicitly mentions the possibility of a “complete power shutdown” in targeted areas. Similar bombs were previously used by the United States during wars in Iraq and Yugoslavia. At the time, they temporarily paralyzed power infrastructure without physically destroying it.
