According to former lawmaker Kim Min-jeon's office of the National Assembly's Education Committee on the 4th, candidate Lee published a paper titled "A Study on the Evaluation of Fatigue according to Changes in Lighting Area and Lighting Direction" in a paper book of the Korean Color Association in February 2018.
A month later, he published a paper titled "A Study on the Evaluation of Offensive Glare according to Changes in Lighting Area and Illuminance Directions" in the journal of the Korean Society of Lighting and Electrical Equipment.
The problem is that as a result of the similarity test of the Korean Journal Citation Index (KCI) literature, the overall similarity between the two papers was 35%.
Academia usually believes that if the plagiarism rate is more than 25% as a result of the thesis similarity test, it is necessary to examine whether it is actually plagiarized.
As a result of the analysis by Representative Kim's office, in fact, several identical sentences were found in the experimental design, participant conditions, and conclusions in the two papers.
For example, the two papers wrote in the experimental stage, "The average illuminance of the space was measured by the KS 5-point method using a high-precision illuminance meter (T10, Minolta), and measured at a height of 80±5 cm from the floor."
In addition, both papers state in the conclusion that "when directing remains unchanged, the index grade showed a low luminance ratio between the background luminance and the light source luminance, or most of the productions with high area and low illumination."
However, the two papers referred to each otherIt was not stated that it was cited or cited.
Some in the academic world pointed out that such an act is a so-called thesis split, which could be a duplicate publication under the Ministry of Education's research ethics guidelines.
In addition, the two papers were found to be similar to Lee's disciple paper, which was published about a month later.
A, a graduate student who was under the guidance of candidate Lee, submitted his doctoral dissertation "A Study on the Design Indicator of Offensive Glare according to the Change in the Direction of System Lighting" to Chungnam National University Graduate School in April 2018, and received his doctorate in August of that year. The candidate was listed as the thesis advisor.
As a result of the analysis by Representative Kim's office, A's thesis was substantially the same as candidate Lee's previous two papers.
For example, in candidate Lee's study, the research experiment environment was set to 'a dark room with a scale of 3250 x 5080 x 2700 mm', and in A's doctoral thesis, it was set to 'a scale of 3250 x 5080 x 2500 mm'. Candidate Lee wrote 'low area' and A 'small area' as the research variable.
As a result of comparing A's doctoral thesis and candidate Lee's two papers using the plagiarism test program "Copy Killer", the plagiarism rates were 37% and 48%, respectively.
Some suspect that candidate Lee intercepted his student's thesis and presented it in another paper first.
In addition, suspicions were raised that candidate Lee summarized his student's thesis and published it in academic journals while he was a professor.
A comparison of Lee's thesis as the first author since 2000 and his master's and doctoral dissertations of graduate students led by Lee at the same time confirmed that he plagiarized his student's thesis in more than 10 papers.
In the meantime, the pan-academic national verification team has launched a verification of candidate Lee's alleged overlapping publication of his thesis and plagiarism of his thesis. The verification results are expected to be announced after candidate Lee's confirmation hearing in the middle of this month.

Former lawmaker Kim Min said, "The violation of research ethics is a serious reason for disqualification," adding, "We will closely verify the allegations at the confirmation hearing."
