Parashara's son Sage Veda Vyasa classified Hindu Vedas into 4 parts. Besides teaching Vedas, he also taught Astrology to many of his disciples. Sage Jaimini is one of the disciples of Veda Vyasa. Sage Jaimini learned Astrology not only from Veda Vyasa but also from his father Sage Parashara. who simplified the science of Astrology and traditionally attributed to be the author of Mimamsa Sutra and Jaimini Sutra. And this Atmakaraka is considered by Jaimini, the most important planet in the horoscope by which AK governs every predictions of natal chart. That's from birth to death every experience of life is ultimately governs by main planet of AK and this AK is irrelevant to it's position, placement and aspects etc. AK is supremo. AK is witness of karmas done by your past in previous birth. According to that the AK is placed in present birth horoscope. The AK planet decide your destination. There two types of AK

One is the Sun is AK planet of horoscope(Natural)or sthir or fixed

And second one is Chara AK planet or dynamic karaka

And this is AK (Atmakaraka) to find in horoscope is very simple as now a days so many Astro softwares available, by feeding your details you will get your D1 chart or birth horoscope than find which planet has highest degrees, is your AK planet and in this case you exclude RAHU AND KETU And with remaining 7 planets, Sun, Moon, Mars, Jupiter, Saturn, Mercury and Venus are 7 planets amongst find which planet has highest degrees that is the only AK of your birth chart, suppose Mars 20 degrees, Jupiter is 22 degrees, Saturn is 12 degrees, Mercury is 2 degrees, Sun is 14 degrees, Venus is 28 degrees and moon is 15 degrees than you find amongst which planet has highest degrees. Naturally Venus is having 28 degrees, and all other planets have less than that of Venus degree, so VENUS IS YOUR ATMA KARAKA.

Atmakaraka planet show the results of your past karma what was your destination in your past birth with that your Atmakaraka planet is positioned in present birth's horoscope mean it is your witnessed planet of your past karmas of your horoscope, what type of karmas good or bad all will be well enough proved.

Venus is the planet that signifies spouse/ association/collaboration with women etc as primary karakatwa . Debilitation is a definite weakness for any planet . Debilitation can also be viewed as lacking positive strength. Debilitation does not mean the planet has gone totally defunct and will not be able to provide its significations at all. Well , logically thinking , this is opposite of exaltation/strong and hence the planet is not able to provide its signification “ fully”.

Now you say that Venus is in Virgo in D9 and hence Vargottamam and thru this achieves Neech Bhanga , though not of a high grade way . First it became debilitated and later on attained Neech bhanga.

What complicates the whole issue is Venus is conjunct with Moon. Venus considers Moon as its enemy . The status of the moon in this chart is very weak . The moon is either couple days after Amavasa or going into Amavsa stage in couple of day’s times.

As per your question since further details have not been shared I can only provide you with a snapshot technique to the best of my abilities which is fixed for any lagna / sign / house that you are looking at.

We will proceed systematically:

1. The Lagna: This is the first house and it represents your health, your appearance, characteristics, temperament, your outlook towards life, and your ability to handle certain situations which includes the method of handling them, it also shows your self confidence / self worth, the strength you have to thwart off enemies, your susceptibility towards chronic diseases and your body’s ability to fight off long term illness. This house is influenced by:
1. The planets occupying the first house and their lordship
2. The planets aspecting the first house and their own awasthas
3. If the first house is in paap kartari / shubh kartari
4. The placement and influences on the lagna lord (which in Scorpio ascendant is the planet Mars)
2. The Sign of the Lagna: Here we are talking about Scorpio Rashi / Sign. When we look at the sign we consider the following points for interpretation:
1. Is it a fixed / movable / dual sign? Scorpio is a FIXED sign, which means in cursory glance that the native is fixed in nature, in his / her decisions the outlook is fixed, the appearance doesn’t vary much with time, the temperament stays fixed in nature depending on planetary influences. Since the sign is fixed it can lead to a lot of mental action but a lack of physical action.

If you understand the logic behind the definition of functional benefic and malefics then you don’t need to remember. You can find the benefics and malefics quickly for any ascendant with 4 thumb rules,

1. The lord of Kendra and Trine house is considered Raja Yoga conferer. For example, for Taurus ascesdant the Saturn being 9th(Trine lord) and 10th(Kendra lord) becomes powerful Yogakaraka.
2. Lord of 5th house and 9th house is always considered benefic, even if the planet gets dual lordship. For example, for Aries ascendant Jupiter being 9th lord becomes benefic even though it also becomes 12th lord.
3. Conjunction of kendra and trine lord produce Raja Yoga. For example, for Capricorn ascendant Mercury being 9th lord and Venus being 10th lord when conjunct will produce Raja Yoga.
4. Exception rule - The upachaya lord for Aries and Libra ascendant will produce Raja Yoga.

For scorpio ascendant, venus as 7th and 12th lord present in 6th house gives mixed result .

First of all as 12th lord in 6th house it aspects back its own 12th house and so blesses the native with very good private comforts/bed conforts/good sleep and many other luxuries. Because we all know how good it is to have venus in 12th house , and similarly when venus aspects 12th house and that too its own house (libra sign), it is equally good in blessing the native with very good comforts regarding 12th house matters.

As natural benefic planet placed in 6th house, you will be devoid of enemies . Also as 12th lord is in 6th house, there is no question of defeating enemies because for you enemies does not exist at all.

6th house is your daily routine life aabd with venus here it means in daily life you are very frequently in association with women. That means at your work place your coworker will have high no. of females and everyone out there in your workplace likes to hang out and work with you, because of this venus energy in 6th house of job and work routine. It is also high probability that you meet your future spouse in your work place .

Now venus is also the 7th lord and in 6th house definately give troubled married life. —————————- NB. I am a Western Astrologer. Eastern calculations can give different Planet and House positions to Western. Quite simply, THE SUN POSITION in our Birth Chart is the most important consideration. It indicates which of the 12 Spiritual Lessons we have come to learn in this lifetime by handling a particular form of Energy. Eventually over numerous incarnations we need to learn them all - so no one Sign is “better” than another. The other 9 planet positions relate this to a personal or individual basis. When we discover our true vocation in life there is a sense of inner happiness which is not dependent on external circumstances. Venus - Mercury conjuction is called as “Laxmi-Narayan Yoga”.

Although Venus is debilitated in virgo, it's conjuction with Mercury (who is 8th & 11th lord and is exalted) creates “neechbhanga rajyoga”. (please check the degrees of both planets as it should be close conjuction of maximum 6 degrees)

Mercury is Labhesh (i.e. 11th lord) so this is an excellent combination in terms of gains, especially gains through marriage.

12th lord venus is placed in 11th house which is 12th from 12th house, that shows the person is a miser & believes in savings.

Venus is not a very supportive or good planet for Scorpio ascendant. Main reason is that it’s mooltrikona sign falls in 12th house. This signification alone makes Venus bad. How bad it is depends on other factors like it’s star lord. I will not go into Vedic astrology combinations as star lord and sub lord significations from KP astrology are enough to decode it.

Still the mooltrikona sign of 12th cusp mitigates good results to some extent. Suppose star lord and sublord signifies 10th and 11th house, so Venus in it’s dasa will give good job and increment but will take you away from home. The same venus as lord of 12th house in mooltrikona will cause health issue to your wife if starlord and sublord signifies 7th house. Remember Venus is lord of 7th house also in Scorpio ascendnat.

Let’s take another good house, that is 5th house. Venus signifies 5th house at star and sub level, but it’s 12th house lordship will result in bad experience for children since it is 8th house from 5th house.

Since Libra the mooltrikona sign is in 12th house, the person has higher chance of extra marital affairs if Venus has supportive combinations.
