So this dude Vance Boelter dresses up like a cop, kills a state rep and her husband, then shoots a senator and his wife. Leaves behind a manifesto and a hit list. And the DA only charges him with second-degree murder? Apparently in Minnesota you can’t charge first-degree until a grand jury signs off. It’s ridiculous. This guy clearly planned it out. The system moves slow even when everything’s right there in front of you.
