Livonian Brothers of the Sword
The Livonian Order is a large Monastic Order based in the Baltics. It lies on the coast of the Baltic sea and borders Teutonic Order to the southwest,
Lithuania to the south,
Novgorod to the east, and contains
Riga as an enclave within its borders. It is a historical friend of the
Teutonic Order and
Riga.
The Livonian Order is able to form Livonia and
Kurland.

The age of crusading knights is fading fast. There will come a time when we no longer have anything to gain by holding on to the trappings of a monastic order. Besides, the Landmeister would much rather be a Duke... or King. By reforming into a secular state, we can revitalize our administration and gain the respect of our neighbors.

The Northern Crusade has long come to an end. Our Crusader identity will soon bring us no more than nothing and maybe one day, it will eventually become a burden... By secularizing the state and reforming it into a duchy which is led by the former Grandmaster and his knights - now the Duke and his vassals - we can rouse the state from decadence and ameliorate our diplomatic situation.

The Livonian Order was created for the single purpose of crusading the Baltic Heathens. The order has ceased to exist, yet heresy still prevails in the Baltic region. We should re-establish the Livonian Order once again.

In order to dissolve the Livonian Confederacy we have to deal with each of the single bishoprics. We can dissolve the bishopric through force, though this might cause a uprising against us.

In order to dissolve the Livonian Confederacy we have to deal with each of the single bishoprics. We can completely buy off their lands, though the prices set by the bishops might be much higher than we could be willing to pay.

After completing the Mission "Strengthen Our Authority", the Mission tree has 2 branching paths: A Livonian Path focused on colonization, developing Livonia and the Baltic Trade, and a Crusader Path focused on expanding eastward, cleansing of Orthodox Heresy and crushing the Reformation. The Crusader Path Missions all require the country to be Catholic and encourage staying a theocracy, the Livonian path Missions can be done with any Religion and encourage becoming a Monarchy.
Taking the Livonian Path in the Mission tree allows you to get 1 of 15 very Unique Government Reforms.
After completing the Mission "Reform the Government" you will start to get a chain of 6
Events.
The 6 Events are : "Administrative Chaos in the Office", "Questions of Warfare", "Livonian Estates demand Privileges", "Little Economical Golden Age", "Religious Debate within Livonia" and "The Role of the Duke". Each of the
Events has a MTTH of 60 months, with different factors reducing their MTTH.

The Role of the Duke |
Every Event has 3 options to choose from, an Administrative Option, a
Diplomatic Option and a
Military Option, each increasing their respective "Focus". Once the Mission the
"The Livonian Monarchy" is completed, the
"The Government of Livonia" event will let you choose a special Government reform, depending on the Focus. The individual choices in the events have their own costs and benefits, but the available government reforms are only determined by the total amount of Focus points.
For example, if you pick 1 administrative (always the first) , 0 diplomatic (always 2nd) and 5 military (always 3rd) options in the 6 events, the Focus will have the values of 1/0/5.
The exact values of Focus needed for every Reform can be found on the Government Reforms - Monarchy Page. The events in game will also display the values needed if you hover over any option, as well as what values your focus will have if you select that option.
Regardless of Focus, the Event "The Government of Livonia" will always give you the option to reform into the "Livonian Monarchy", and the option to keep your current government reform.
Some Notes :
You start in a windy corner of Europe hemmed in on 3 sides by some powerful rivals. The Livonian Order is weak early on but if you can get going, your national ideas and unique government reforms are extremely powerful.
The early weakness is in part due to the Bishoprics and their Privileges, you must either spend money, pay devotion and fight a rebel army, or manually remove them.
Another part is the lack of easy expansion. The easiest way is probably Novgorod to the east, especially if they are already fighting
Muscovy, but this will send you straight into conflict with the latter.
Riga is generally friendly, but a poor ally, and should be dealt with before they join the HRE via their Missions, though they can have some nasty alliances as well. The
Teutonic Order is friendly, but will get you in conflict with
Poland if you ally them - not that they and/or
Lithuania wont attack you otherwise.
If an independent Lithuania remains peaceful then don’t provoke them and work on Novgorod. If Lithuania has a bad war going through jump in and take some land. Main goal is either to have a strong Prussian ally or to hold the Prussian lands yourself to advance your missions. Ally in the region, maybe support Sweden independence, depending on the specifics of your game. Keep gobbling up Russian Territory. If Lithuania attacks, defend and wait for your chosen local powerhouse to help you out. Aim for White Peaces, you actually want Lithuania as a buffer for later.
For ideas I actually recommend a double Economic start with Trade and Economic followed by Quality and Religious. Keep rolling East and South towards the Crimea. Convert along the way. Your ideas are great for that and you can use your influence to become papal controller.
Once you get going you are basically a catholic Russia. You can betray Sweden and take Provinces in Scandinavia, but converting the heretics in the east and the free Papal influence that comes with it should take priority.
Expectation wise it's very hard for a Livonian world conquest or mega nation.
