Proportional multi winner constituency is definitely very good.

But,Wealth and budget does not necessarily determine victory or defeat.

Remember when Bloomberg lost the 2020 primary?

Also, given that populism is the easiest way for low-budget candidates to win, and poor politicians have a high incentive to be bribed, it's not necessarily a bad thing for billionaires to become politicians.
