As you may know him as Captain Panaka from Star Wars The Phantom Menace who helped fight off against the Trade Federation blockade and was okay with the Naboo people allying with The Gungans to fight them off. I don't know why but I think Pablo Hidalgo may have a problem with real life conservatives who share similar views to Captain Panaka who desire a stronger military to protect their people. Saw Gerrera himself has had friendly conversations with The Bad Batch and Clone Captain Rex, who were heroes who fought against the Separatists which is post order 66 era, so him doing this to a celebrated hero like Captain Panaka looks out of character. In Disney Star Wars canon several Separatist Holdout aligned characters like the Super Tactical Droid General Kalani refuse to be a part of it out of fear they would be wiped out immediately, while others like Anton Kreygar a human Separatist in Andor are unable to because of his recklessness charging into Galactic Empire controlled territory ends up getting him killed. The Geonosian Clik Clak is considered the good version of Gizor Delso as being the closest version to help the Rebellion get clues about the Empire, where in legends the majority of the Geonosians alive did join the Rebel Alliance in Star Wars Empire at War. Bail Organa's plan to get a spotlight on Mon Mothma given that the Empire won't be allowing any dissident speech. Senator Erveen from Hodi first yields the floor to Bail. Bail then steps up and uses Imperial protocol created by the Emperor's council itself to allow certain senators to be able to freely speak in the event of an emergency, no doubt using "emergency" very loosely. Because several other senators had used the term "emergency" without objection, he successfully invokes Article 17-252 and yields his time to Mon Mothma, circumventing their attempt to keep her out of the spotlight. And that leads us directly into…Mon Mothma's speech at the Galactic Senate.
