I'm in the U.S.; second-hand models are available online. My question was whether it can be controlled without an app.

While the recon pocket, a wearable air conditioner device developed by Sony, is designed to be used with its companion mobile app (Reon app), it is possible to operate the device without the app. The device can be turned on and off, and its temperature adjusted, using the physical button on the reon pocket itself. However, some features, such as custom temperature settings and automatic shutdown can only be accessed and controlled through the mobile app. I hope this helps.

I have the same problem. I have the Reon Pocket 5 and I live in NY, USA.

Without the app, when I press on the cooling/warming section, does it default to cool or warm?

Is there a way to get the app in the US?

You can sideload the app and it'll work great. In English too. I got it from here:
