Sir Keir Starmer will argue on Monday that resetting relations with the EU will boost growth, bring down energy bills and secure Britain’s borders, as he makes a “pragmatic” case for getting closer to Brussels.

Although talks were continuing into Sunday night on EU demands to link a deal on food exports to access to British fisheries, most elements are largely agreed.

After trade deals with India and the US, the prime minister said that an agreement with the EU would “tell a story about a UK which other countries want to have better trading relationships with, closer relationships with”.

Key elements of the deal include:

Closer working between Britain and the EU in the face of the threat from Russia will be the centrepiece
