It got popular because neither Intel nor AMD wanted to make shitty little IOT chips for $0.05 profit apiece. You're hearing about them constantly right now because ARM is desperate and has their shills out in full force. They see the writing on the wall, they can't compete with the performance of x86 above them or the openness of RISC-V below. They've resorted to suing their own customers, trying to eke out the last few millions they can before being squeezed out of the market.

ARM is never open because their license forbids licensing out core IP using their ISA. So you could possibly convince Intel to license an E-core to be integrated into your custom chip, but Qualcomm is not allowed to license you a Kryo core to integrate into your custom chip.
