Ming Yang Smart Energy (明阳智能), which will supply turbines for 
Luxcara’s Waterkant wind farm project in the North Sea, is led and run by Zhang Chuanwei (张传卫), a PLA veteran who has sworn eternal loyalty to the CCP, and is staffed by many ex-soldiers.
Waterkant is due to go online in 2028 with nearly 300 megawatts of generating capacity and will supply up to 400,000 households. The project is close to three NATO states — Germany, the Netherlands and Denmark.
