Xi Jinping visited Islamabad and signed agreements that launched the China-Pakistan Economic Corridor (CPEC), the $50 billion Pakistan component of Xi's ambitious Belt and Road Initiative.
Successive Pakistani administrations have labeled CPEC a game changer for the economy, yet it has almost stalled now and failed to complete the initial list of projects.
38 CPEC projects worth $25.4 billion have been completed, and another 23 projects worth $2.1 billion are in progress. This suggests that 31 projects worth over $22 billion are still not underway.
Islamabad presented Gwadar port in southwestern Pakistan as central to CPEC, and pledged to create the port city as a regional commercial hub like Singapore.
However, not that many CPEC projects focused on Gwadar. Though Gwadar airport, the largest in the country, was built with Chinese funds and became operational in January, only $890 million overall has been spent on CPEC projects there so far. There is still no stable power supply, and a planned 300MW coal power plant has not been built.
