Decentralized nation
Decentralized nations are non-playable countries. They represent regions and peoples with a lack of central government, such as Native American or African tribes. Decentralized nations do not interact with most game mechanics, such as diplomacy or economy.
Colonization[edit | edit source]

The primary interaction between decentralized nations and centralized countries is colonization. When a centralized country establishes a colony, it starts with a single province, and the colony state grows province by province. A new province is taken from the decentralized nation and given to the colonizer each time the colonial growth reaches 100%.
Tension and native uprising[edit | edit source]
While a colony is growing, it generates tension with neighboring decentralized nations, between 2.5 and 20 for each province colonized. Tension decays at a base rate of 5 per year, but if a country is growing a colony, tension generally continues to increase.
If tension reaches 75 or more, the decentralized nation may begin a native uprising – a special diplomatic play – against the colonizing country to retake its homeland and expel the invaders. As a diplomatic play, other nations can support either side as normal. If the decentralized nation wins the play or war, they annex the colonizer's colony states in each state region they own part of, while if the colonizer wins, they gain the
colonial rights modifier, doubling colonization speed against said decentralized nation for the duration of the truce – 5 years.
When a native uprising play starts, that decentralized nation's states cannot be colonized by any country; this pauses the growth of all colonies in its state regions unless the region is shared with another decentralized nation. When colonization is paused this way, colonial states "revert" to unincorporated states temporarily. This can cause a country's declared interest to be converted into an inherent interest. However, when the war concludes, the colony is automatically restarted – if it remains, removing the inherent interest and requiring a country to redeclare an interest in order to continue the colony.
Centralization[edit | edit source]
Decentralized nations cannot typically become centralized. However, a few effects can turn certain decentralized nations into centralized countries.
- The journal entry The Nations of Turtle Island allows a centralized country in North America with an Indigenous American Heritage primary culture to turn neighboring decentralized nations in North America with Indigenous American Heritage primary cultures into unrecognized ones.
- The journal entry The Conquest of the Desert has a 5% chance each month to trigger the event An Unlikely Kingdom, which has an option to turn a random Patagonian decentralized nation into an unrecognized puppet of the country that receives the event.

Most decentralized nations are in Africa, with a smaller number in the Pacific and the Americas. A number of decentralized nations are not present at the start of the game, but can appear by a cultural secession.
