If you really want to be a cop in gta 5 I'd recommend a FiveM RP server. Depending on what server you join you have to apply kinda like a job application, but if the server says anyone can be a cop then you can just join the RP server and be a cop from the start. Sorry had to update this as it is out of date, but as i stated before best join a Rp on fivem [pc only] you can be a cop, firefighter, emt, mechanic etc.

There's actually the LSPDFR mod that you can download. It gives you multiple choices on the police force like police, military, bounty, e.t.c.
It takes a while and to be easier you need the a cheat that clears wanted stars. First you have to be Michael (only works in single player) you must finish the game and have the police outfit. Short answer: You can't. You can steal a cop car, but you can't pull people over, make arrests, solve crimes, anything like that.
Long answer: If you have the PC version, you can mod the game and unlock that ability, but you'll probably run into issues trying to do the online multiplayer. Unless, of course, you find/host a custom server, but that's a whole other thing. Outside of that, no.

1. Travel to the Ron Alternates Wind Farm.
This event is located next to the Senora Freeway, west of the Davis Quartz quarry. You will see a blue dot and a red dot, which represents the officer and criminal, if the random event is available.
2. Help the officer or the criminal.
To help the officer, kill the criminal. Killing the criminal by any means other than melee attacks or running over them in a vehicle will raise your wanted level to two-stars. Alternatively, you can help the criminal by killing the police officer. This will raise your wanted level to three-stars regardless of how you kill the officer.
The reward for helping the criminal is $250.
The police officer will not reward you for killing the criminal.
Ensure that you kill either of them before the officer captures the criminal. If he does, the event will not be considered complete.
3. Leave the location of the event, and get rid of your wanted level (if applicable).
Drive off in a vehicle quickly to lower your wanted level. Evade the police by staying out of their line of sight, which is indicated by blue cones emitting from blue and red blips on your radar. When you are far enough away from them and out of their sight, stay hidden until you’ve lost your wanted level. Once your wanted level is gone and you are away from the event’s location, it will be complete.
GTA Online lacks the story elements to make an arrest and its aftermath effective or fun.
Unlike in story mode or missions, there are no cut scenes, no checkpoints, no standard resources like weapons or vehicles, and most importantly, no other human players to cause you problems.

I know a guy that helped me get modded cars on my account for free on my ps4 and I could store them in my garage and keep them there for as long as I wanted as long as I didn't sell them. If you want to kill that player or need that kind of help you can call merry weather attack on that player by simply calling merry weather from your phone(in-game). Or you can just leave that lobby or play in solo lobby if someone is killing you multiple times or teasing you.
