I have one on one foot but not the other, and I tend to stretch my toes on both feet at the same time. I'd think that building up the muscles that keep our toes more flexible is the key here, but I hope he will correct me if I'm wrong.

It’s the other way around. The root is the spine and especially the hip/low back alignment.
Shoes are imported to consider as well. Tapered toe boxes should be avoided. High heels are a huge contributing factor.
