I feel like you're almost exclusively looking at meme comedy wrestlers for that spot that weren't bad promos but have nothing really memorable about them. When it comes guys like Warrior, even if the promos were completely devoid of any real substance, they're so utterly insane that they actually help sell the character. The material was weak, but the delivery was out of this world.
The first person that popped into my head was Boogs. Objectively bad fundamentals, high energy, but not "unforgettable".

here's my attempt for the women
this was way harder than the men. i feel like the girls are more clustered around a few of these and it was hard thinking of some to fill these categories.
charles can be the goat when she wants to be but she doesn't always give it her all so she's not there all the time. but there's no one else that can really go there.
the center one really was a headscratcher - almost none of the girls are perfectly average, bayley is probably the closest i could think of.

I find this one pretty accurate.
I don't think Jey is really bad on mic but rather that his current gimmick makes him sound like a retard on mic and doesn't allow for good promos, he was very convincing during the bloodline when going against Roman.
Escobar are definitely more "serviceable" than "okay" on mic, I feel like there's a huge gap between great like Drew and Miz who are definitely at the top, I think Cody, Bron, Sheamus or Kaiser are what I say are okay on mic. Kaiser can at least draw fucking heat as a heel unlike carlito.
Damian has a good moveset deserving of okay but he's hella flabby and gassed by his shitty cardio.

The irony of this. No. Austin was a great performer before he got hurt. He was much more athletic and could do more in the ring for sure. But getting hurt is what turned him into as good of a worker as he was. well it depends on how you define both "good" and "again." i will say that i think NXT has consistently been the best weekly WWE show since last year.
some people think its in a minor lull now because they've basically recreated black & gold by acquiring a bunch of import/indie/ex-AEW wrestlers in a short timespan, and they've been getting more time and push than the PC talent. the women's main event scene for example is 5 women, 3 of them being recent additions.
i don't necessarily agree, some of them have added a lot to the show, some haven't. it's still more fun to watch than either main roster show. HBK can outbook HHH in his sleep.
