Heyeck, Jackson Lakewood Township MONMOUTH JOHN "SID" EMANUEL, 63, of BRADLEY BEACH, died Monday at Jersey Shore Medical Center, Neptune. He was a auto mechanic for the National Park Service at Sandy Hook for 18 years, retiring a week ago. He was a World War II Navy veteran, a member of St. James Episcopal Church, Bradley Beach, and the Veterans of Foreign Wars, Atlantic Highlands. Mr.

Emanuel was born in Neptune and lived in the Shore area before moving to Bradley Beach 32 years ago. Surviving are his wife, Suzie Hansen Emanuel; two sons, John Brick Township, and Michael Mount Pocono, two daughters, Joy Ann and Robin Lynn Emanuel, both at home; a brother, Eugene, Vienna, and one grandchild. Johnson Funeral Home, Wall Township, is in charge of arrangements. JAMES V. HIGGINS, of ATLANTIC HIGHLANDS, died yesterday at Columbia Presbyterian Medical Center, New York.

He was a labor and trial lawyer in Middlesex and Monmouth counties for the past 27 years. He was a graduate of LaSalle University and Seton Hall Law School. He was a member of the American Trial Lawyers Association, the New Jersey and California State Bar, the New Jersey State Bar Association, the American Arbitration Association, and the Friendly Sons of St. Patrick's of Central New Jersey. Mr.

Higgins was born in South Amboy and lived there before moving to Atlantic Highlands. Surviving are his wife, Nancy Weinberg Higgins; a son, Greg, Furlong, a daughter, Jennifer Higgins, the Parlin section of Sayreville; a brother, Vincent Flemington; and a sister, Gail Weber, the Morgan section of Sayreville. She was a former member of the Garden Club, Brielle, and the Brielle Woman's Club. Mrs. Perdunn was born in Newark and lived in Westfield before moving to Brielle 22 years ago. She was employed by Arbors in SMITH Spring Lake Heights, and D'Jais Snack Bar, Belmar. She attended Holy Innocents Grammar School, and was a student at Wall Township High School. Miss Smith was a member of the cross country, softball and field hockey teams at Wall High School. She was also a member of the school's chapter of Students Against Driving Drunk, an active member of the school Environmental Club, and a communicant of Holy Innocents Roman Catholic Church, Neptune. Miss Smith was born in Red Bank and was a lifelong resident of Wall.

Surviving are her parents, Andrew and Donna Smith, Wall; a brother, Andrew C. Smith, at home; her maternal grandparents, Philip and Jean Dinkelberg, Atlantic Highlands; and her maternal great-grandmother, Anita Dinkelberg, also Atlantic Highlands. She was a communicant of St. Denis Roman Catholic Church, Manasquan. Mrs. Steyer was born in Brooklyn and lived in the Menlo Park section of Woodbridge Township before moving to Brielle 24 years ago. Her husband, Robert, died in 1990.

Young, Union; a daughter, Lauretta Goddiess, Old Lyme, a sister, Laura McHugh, Brooklyn; a brother, Pat McHugh, Connecticut; seven grandchildren, and 10 great-grandchildren. He was co-owner of Stewart-Warren Printing formerly located in Perth Amboy and now located in Wall Township. He was a World War II Army veteran, receiving the American Theater Ribbon, the Asiatic Pacific Theater Ribbon, the Good Conduct Medal, and the World War II Victory Medal. Mr. Hoy was born in Perth Amboy and lived in Woodbridge for the past 25 years. Surviving, are his wife, Patricia Campbell Hoy; a son, William Woodbridge; a daughter, Pamela Thayer, Littleton, and three grandchildren.

Mrs. De Croce was born in Carteret and lived in Bloomfield before moving to Lakewood four years ago. Mrs. DelGrosso was born in Kearny and lived most of her life in Belleville and Nutley before moving to Toms River 16 years ago. He was a pipe fitter and welder engineer. He attended the Open Door Faith Ministry Church, Marlton, Evesham MARRIWEATHER Township, and was a member of Pride of Lakewood Elks 1225 Improved Benevolent Protective Order of Elks of the World. Mr. Marriweather was born in Bessember, and was a resident of Ocean County for the past 14 years. Surviving are his wife, Betty Crawford Marriweather; five sons, Carl of Ohio, Freddie Jr.

and Roderick, both of Alabama, and Curtis and Thornton, both at home; four daughters, Lavoria, Darnella and Angela, all of Ohio, and Carmita, at home; his mother, Pearline Marriweather, Alabama; five brothers, Thomas, Leo, William, George and Clarence, all of Alabama; three sisters, Emgra, Pearline and Mithilda Marriweather, all of Alabama; and two grandchildren. Scott was employed at Kurinsky's Poultry Farm, Lakewood, for 20 years, retiring in 1965. She was a foster parent for the past 30 years, raising over 140 children. She was named Mother of the Year by the state Division of Youth and Family Services 10 years ago. She was a member of thE Macedonia Baptist Church, Lakewood, and a member of the Willing Workers Club of the church. Her first husband, Oscar Nickens, died in 1941, and her second husband, Newton, died in 1978.

She was also by four sons, Donald in 1972, Cecil in 1973, Philmore in 1981, and Nathaniel in 1988, and a daughter, Helen in 1983. Surviving are a daughter, OscaSCOTT rine Gibson, a foster son, Harry Hamilton, five foster daughters, Annette Grant, Shontanette Mc Queen, Deena Terrell, Caroline Hodge, and Stephanie Newman, all of Lakewood; 30 grandchildren; and 38 great -grandchildren. She was a nurse's aide working for nursing homes in Red Bank, retiring 20 years ago. She was a member of the Jackson Township Baptist Church, the Jackson Senior Citizens, and the Mobile Home Owners Association, Jackson. Mrs. VanHouten was born in Newark a and lived in Holmdel Township before moving to Jackson 21 years ago. Her husband, Theodore died in 1976.

Surviving are a son, Theodore Jackson; a daughter, Beatrice M. Dent, Middlesex; a stepdaughter, Annette Jewell, Toms River; eight grandchildren; and eight great-grandchildren. Glenn A. De Bow Funeral Home, Jackson, is in charge of arrangements. ELSEWHERE DELMAR JOHNSON, of INDIAN WELLS, founder of the Sizzler steakhouse chain, died Sunday of complications of high blood pressure.

He was 78. Mr. Johnson and his wife, Helen, opened the first Sizzler in 1957 in Culver City, offering steak, baked potato, bread and salad at a low price. A decade later, Sizzler had grown to 164 restaurants. Today there are 733.

In 1967, Jim Collins and two partners bought the 164 restaurants at the time for less than $1 million, Collins said Monday. Collins, now chairman of Sizzler International said the franchises are worth about $400 million today. The Associated Press Fugitive's battle moves from cabin to federal court THE ASSOCIATED PRESS NAPLES, Idaho A confrontation between a white supremacist and U.S. marshals shifted yesterday to a federal court in Boise from the mountains of northern Idaho, where a deadly shootout led to an 11-day siege. Randy Weaver, a 44-year-old former Green Beret who fled a federal weapons charge in February 1991, surrendered Monday.

Weaver entered innocent pleas yesterday to a charge of assault on a federal officer, a 1990 charge that he sold a sawed-off shotgun to an undercover agent in 1989 and a 1991 charge of failure to appear for trial. More than 100 federal, state and local law officers and National Guardsmen had surrounded Weaver's cabin since an Aug. 21 shootout in which Weaver's 14-year-old son Samuel and Deputy U.S. Marshal William Degan were slain. Weaver's 43-year-old wife, Vicki, was shot to death at the cabin Aug.

22, when Weaver was wounded in the arm and family friend Kevin Harris, 24, was seriously wounded. In a written statement submitted in court, Weaver accused federal authorities of murdering his wife in retaliation for Degan's death.
