Cycle City Environment

  • Support for the formulation of bicycle use promotion plans in local governments

When local governments formulate bicycle promotion plans based on their respective area's road conditions, the national government and the Ministry of Land, Infrastructure, Transport and Tourism distribute a "Guide to Formulating Bicycle Promotion Plans" that summarizes the basic principles, to support the promotion of planned development of bicycle lanes.

  • Promoting the development of bicycle lanes based on guidelines

We will encourage local governments to have boards of education, schools, PTAs, police, road administrators, etc. conduct safety inspections of school routes based on the "Guidelines for Creating a Safe and Comfortable Bicycle Environment," and will support the promotion of the development of bicycle lanes, particularly in urban areas where bicycle use and bicycle accidents are frequent.

  • Addition of provisions regarding the establishment of "bicycle lanes"

The Road Structure Ordinance will newly stipulate the establishment of "bicycle lanes (tentative name)" that can be used as ordinary bicycle-only lanes designated under the Road Traffic Act. Accordingly, we will support local governments in promoting the establishment of new "bicycle lanes."

  • Promoting the development of off-street parking lots

In order to reduce the impact on bicycles and surrounding traffic caused by delivery trucks and other vehicles parking on the road, and to take into consideration the burden on logistics companies, we will promote the formulation of local rules for cargo handling and the development of cargo handling areas and off-street parking lots.

  • Consider removing parking meters, etc.

In order to ensure a safe and comfortable space for bicycles to travel, measures under consideration include the installation of bicycle lanes, the removal of under-utilized parking meters, the installation of parking lanes in tree-lined areas, and the introduction of restrictions on parking and stopping in sections where bicycle lanes are installed, as well as the installation of parking lanes.

  • Promoting the installation of cycle ports around train stations

In order to promote the spread of shared bicycles, we are promoting the installation of cycle ports around train stations where we believe there will be a large number of users, and we are also cooperating with related organizations in installing guide signs for cycle ports.

  • Improving operations for use with transportation IC cards

Following examples from overseas, we are calling on relevant agencies to improve operations so that one-touch use of transportation IC cards can be made for personal authentication and payment, in order to increase convenience for shared bicycle users.
